Position Overview More than one may be hired.

Performs skilled inspectional and regulatory work in Animal Control, Parking Control, By law Enforcement, and City Security Services of a complex nature under the limited supervision of the By-law Services Supervisor. The work involves enforcement of various City of Kamloops regulatory by-laws, surveillance of City property, checking complaints, and serving subpoenas and summonses. The incumbent is responsible for capturing and transporting, feeding, and handling of animals in a careful, humane manner. The job involves inside and outside work on a year-round basis, with moderately heavy exertion, characterized by frequent tension-producing situations requiring the exercise of considerable personal judgement and discretion, and occasional danger of bodily harm. Incumbents will also be required to work alone and at night. The incumbent is required to exercise constant care and attention to ensure the safety of the public and other Officers and to exercise courtesy, tact, diplomacy, and persuasion in dealing in delicate situations involving the general public. Errors are of more serious proportions when dealing with a large variety of by-law enforcement, nuisance, transient removal, NSF collections, and RCMP matters.
Responsibilities
  1. Enforces City Animal Control By-law and other regulatory by-laws as directed and issues permits, warnings, or violation notices to offenders.
  2. Contacts towing companies for the removal of illegally parked vehicles in City streets or in parks.
  3. Responds to calls and complaints regarding animals and captures and transports them, if necessary, to the designated pound for owners to reclaim.
  4. Patrols parks and City-owned buildings and vehicles and other facilities on foot, bicycle, and by vehicle when required to provide security and check for vandalism.
  5. Keeps the pound clean and sanitary and feeds and handles animals in a careful, humane manner.
  6. Destroys animals humanely as a routine duty in the manner established by the City.
  7. Collects fees and cash bags as required and answers inquiries on regulations or by-laws and keeps and maintains a shift log and records.
  8. Serves summonses and subpoenas and collects payment on NSF cheques.
  9. Communicates with others using two-way radios or cell phones in emergency situations for assistance in the apprehension of animals or vandals.
  10. As required, gives evidence in Court to support by-law and criminal charges.
  11. Performs security related duties as requested.
  12. Provides patrols on foot, by bicycle or in a vehicle.
  13. Performs related work as required.
Requirements REQUIRED SKILLS, ABILITIES, AND KNOWLEDGE
  1. Considerable knowledge of the principles, methods, and use of equipment in the care and handling of injured, vicious, and stray animals.
  2. Ability to interpret and enforce relevant municipal by-laws, regulations, and procedures.
  3. Working knowledge of relevant municipal by-laws, regulations, procedures, and ticketing processes.
  4. Ability to communicate effectively orally and in writing.
  5. Ability to investigate and document information relative to by-law infractions and provide credible evidence in Court to support by-law and criminal charges.
  6. Good physical condition, appearance, and deportment.
  7. Ability to exercise care and sympathy in the handling of animals.
  8. Ability to exercise knowledge, considerable tact, diplomacy, and persuasion when dealing with the general public, businesses, and other government agencies.
  9. Ability to complete security related work.
PREFERRED TRAINING, KNOWLEDGE, MEMBERSHIPS, ETC.
  1. Previous experience with court procedures or security related work.
REQUIRED LICENCES, CERTIFICATES, ETC.
  1. Completion of senior secondary school or its equivalent.
  2. Justice Institute Level I and Level II Enforcement Certificates or equivalent.
  3. Completion of post secondary computer courses in basic word processing and spreadsheet applications.
  4. Occupational First Aid Level 1.
  5. Ability to obtain WHMIS Certification.
  6. Driver's Licence - Class 5.
  7. Minimum six months' previous experience in municipal by-law services or law enforcement.
