This is an operational management position providing direct leadership and management of the Property Use Inspection Branch within the Licensing Property Use & Animal Services Division in the Development, Buildings and Licensing Department.   
 
This position manages the technical and administrative priorities of a team of Property Use Inspectors, Supervisors and a Clerk in administering the requirements of a variety of by-laws aimed at ensuring an acceptable quality of life for persons who live, work and visit the city.  The Manager has the authority to exercise technical decision making authority under the provisions of the by-laws administered by the Branch including determination of enforcement approaches while providing direct supervision of inspection staff including hiring, performance management, training, coaching, professional development, mentoring, grievance hearings, discipline and termination.  This position is required to develop and implement a strategic approach to the deployment and optimization of Property Use Inspection resources, to align with City priorities and emerging trends. The Manager is also responsible for moving forward with progressive enforcement action including meeting directly with property owners and landlords of problem buildings and writing and presenting for Council approval for Court Injunctions.
 
This position supports the Director of Licensing, Property Use & Animal Services  in the administration of by-laws regulating land use and maintenance of private property and where required, recommends improvements.  The Manager also provides support to the Director and other departments in the development and implementation of City initiatives related to customer service and by-law compliance. In collaboration with other managers and the director, the Manager will develop recommendations for Council related to private property and where required present these recommendations to Council.
 
This position reports directly to the Director, Licensing, Property Use & Animal Services and works closely within a cohesive management team which includes other Department Managers.  The Manager is also required to work directly with other City departments, industry representatives and the public on a number of projects involving property use and maintenance which require delivery under demanding timeframes and conditions.  This role actively participates and contributes to the Department’s Tactical Team focused on problem premises and provides fair, impartial, consistent and responsible recommendations to resolve complex enforcement and compliance issues impacting a variety of stakeholders.
 
The ideal candidate will have excellent written and verbal communication skills with extensive knowledge of overall regulatory and policy approaches and thorough technical and regulatory experience related to property use and maintenance, compliance and enforcement options, as well as building design and construction.  Understanding of the City’s approval process for by-law compliance, building construction and enforcement procedures, including legal enforcement options will also help the candidate be successful in this role.
 
A valid driver’s license and a post-secondary degree along with ten years of experience within the public sector with three years of management experience preferably in inspections, by-law administration and enforcement, is required for this role.  You have a demonstrated ability to lead, coach, mentor and motivate a work group going through transformative change as well plan, assign and supervise a diverse work group engaged in complex technical inspections and enforcement.
