As a key member of a dedicated recruitment team for the City of Vancouver, the Recruiter guides the end to end recruitment process for the division.  
In partnership with department Hiring Managers and department HR Consultants, the Recruiter develops the recruitment strategy and conducts sourcing activities to identify, engage and recruit top talent for the hiring manager’s consideration.  With the support of the Recruitment Specialists and in partnership with the Hiring Manager, the Recruiter facilitates the screening, selection, hiring and offer process.  Managing a broad range of active requisitions, the Recruiter serves as an ambassador of the City by functioning as a talent advisor to business leaders and professionally represents the City’s interests to candidates.  The Recruiter applies their recruitment expertise to ensure an efficient, effective and fair recruitment process facilitated within the guidelines and policies set out by the organization.  The Recruiter is also responsible to track and report recruitment information and data.  The Recruiter will contribute to evolving the Recruitment process to ensure exceptional service delivery to business leaders and candidates.
Specific Duties and Responsibilities
The Recruiter guides the end to end recruitment & selection process for competitions (regular full time, regular part time, temporary and auxiliary positions), in accordance with defined recruitment guidelines and policies.  The Recruiter is responsible to guide hiring practices that are fair, equitable and welcoming of all applicants, and that provide equal employment opportunity to all qualified applicants.  Specific responsibilities include:
  • Receives vacancy requisitons and initiates recruitment process with Hiring Manager through a recruitment consultation to develop strategy, selection criteria and action plan
  • Prepares written job postings for external sites and social media
  • Conducts any required research and fulfills candidate sourcing activities
  • Structures, guides and conducts resume screenings in collaboration with Recruiting Coordinators; monitors screening progress
  • Screens and confirms candidate long list with the Recruiting Specialist and presents to Hiring Manager; facilitates development of short list
  • Develops interview plan, questions, potential testing, response guide and scorecard in partnership with Hiring Manager
  • Leads interview process when required; coaches Managers about interview techniques and candidate assessment/evalutation process as required
  • Advises hiring managers about selection clauses in collective agreement; consults or includes department HRC or HRA when required
  • Prepares written offer letter; delivers final offer package to candidate
  • Collects and audits required documentation for competition files and ensures completion (per competition checklist)
  • Supports the preparation of information for work permit applications as required
  • Responds to candidate inquiries; advises candidates of process and/or application status; facilitates resolution of any candidate problems
  • Maintains recruitment systems and databases by entering and updating required data
  • Tracks recruitment information and metrics as required; prepare updates, summaries and reports as required
Education and Experience:
  • Post-secondary diploma or degree required, preferably in Business Administration (or related)
  • 3-5 years of experience functioning as a Recruiter with proven experience building recruitment strategies and consulting/ advising Managers about marketing & sourcing options
  • Experience using HRIS and/or Applicant Tracking Systems
  • Experience working in a unionized environment is preferred
  • Experience working in a large complex organization is an asset
Knowledge, Skills and Abilities:
  • Expert knowledge of recruitment practices including but not limited to: legal requirements, building recruitment strategies, candidate sourcing, interviewing, assessing, qualifying and offer negotiation
  • Proven ability to build relationships, deliver high service levels and gain trust and credibility with Management level business leaders and candidates
  • Strong knowledge of and ability to explain and apply HR programs, policies, procedures, and collective agreements as well as recruiting concepts, strategies and solutions to hiring Managers
  • Excellent verbal and written communication skills
  • Ability to exercise discretion and manage sensitive and confidential information
  • Excellent organizational skills and strong ability to multi-task, organize and prioritize work, work under pressure with constant interruptions
  • Demonstrated ability to manage competing demands with flexibility
  • Ability to work independently and work collaboratively in a team environment
  • Ability to conduct research and analyze information
  • Ability to use computer software such as Excel, PowerPoint, Microsoft Word, Outlook, Internet, SAP
