Main Purpose & Function 
Reporting to the CE II, the Technical Supervisor oversees and supports the staff responsible for Street Use programs including Patios, Street Vending, Merchandise Displays, Newsboxes and Banner programs. Oversight and support includes: developing and updating policy; ensuring annual program renewals, compliance, and the reporting of metrics; conducting outreach including working with stakeholders, developing and maintaining relationships and business partnerships; conducting research analysis; addressing complaints and related escalations; and representing the City by presenting relevant technical and policy information.
Specific Duties & Responsibilities
Communications and Outreach:
  • Liaising directly with stakeholders regarding existing programs within the Street Use area.  
  • Addressing complex and sensitive concerns and complaints from businesses, residents, and other stakeholders.
  • Reviewing and commenting on design submissions related to the use of public space, working with stakeholders to allow implementation and working to resolve non-compliance concerns.
  • Liaising with Risk Management, Legal Services and other City branches and departments as necessary to address, resolve, and implement requirements for permitted activities.
  • Preparing summary information for presentations including material for Council, public, partners, and internal stakeholders.
  • Representing the City as a subject matter expert and communicating the needs of the City and the relevant policy and by-laws for Branch programs and City interests.

 Technical Review and Policy Development:
  • Leading in development and drafting of new policies or modifying existing policies or by-laws. 
  • Reviewing, supporting, and implementing temporary and pilot initiatives for the use of space in the public realm on both public and private lands. 
  • Understanding broader City operations, policies, processes and goals and recommending design and implementation options while balancing needs for City departments and external stakeholders. 
  • Conducting field inspections and providing detailed summary information related to observations and provide recommendations.
  • Conducting comparative research related to technical and policy aspects of the use of public space; analyzing, summarizing and presenting technical data and survey results. 
  • Reviewing highly technical detailed drawings (for both public and private property) and preparing recommendations for City acceptance, design alterations.
  • Advising on more complex issues with internal and external parties including architects, engineers, and businesses.

Supervision and management of staff team:
  • Supervising a staff team of technical, clerical and inspectors; leading hiring, training, coaching, and oversight of staff.
  • Supporting the team through change management, ensuring compliance with new requirements and processes.
  • Expediting and coordinating projects, and programs; ensuring consistency in the review and approval of permits and design applications.
  • Coordinating review and works with other departments including Fire, Planning, and Building Review Branch to resolve concerns. 

Finance and Branch Administration:
  • Developing, reviewing and analyzing program budgets; exploring revenue opportunities and business partnerships. 
  • Developing, reviewing and analyzing key performance indicators and financial metrics for programs; preparing regular reports regarding KPI’s and explaining monthly variances.  
  • Reviewing and recommending adjustment to permit fees and works with City Departments to adjust by-laws and obtaining appropriate approvals.
  • Ensuring programs within Branch are compliant with, and adhering to, all relevant city policies and requirements (e.g. OQM, POSSE).  Developing and implementing new procedures and supporting software roll-out and testing; and adjusting business needs. 
  • Other duties/responsibilities as assigned.

Education and Experience:
  • Post-secondary technical degree plus considerable related technical and supervisory experience, or an equivalent combination of education, training and experience.

Knowledge, Skills and Abilities:
  • Thorough knowledge of land use, transportation planning and design, and municipal by-laws. Working knowledge of the City's transportation policies and infrastructure development processes.
  • Thorough knowledge of relevant municipal by-laws such as Street Vending, and Street and Traffic.
  • Considerable knowledge of municipal government, Engineering operations, land use, transportation, and related policies and by-laws.
  • Working knowledge of AutoCAD.
  • Proficiency with Microsoft Office applications (Excel, Word, PowerPoint, etc.).
  • Excellent interpersonal and communication skills (oral and written) including the ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders.
  • Proven ability to be impartial, and work collaboratively, show good judgement, and have good negotiations skills.
  • Ability to work diplomatically and persuasively with community groups and professional personnel.
  • Ability to articulate concerns, use good judgement and have strong negotiation skills. 
  • Excellent skills related to technical review, data manipulation and analysis.
  • Significant ability to read and interpret technical drawings, and specifications.
  • Proven ability to speak in public and prepare presentations for senior staff/management.
  • Proven ability to work independently with little supervision.

Driver’s License:
  • A current and valid Class 5 BC Driver’s License or higher and a satisfactory driving record
