Short Description:
To establish a baseline assessment of the service areas for the Parks, Recreation and Culture Master Plan, a comprehensive analysis of the services provided by the Parks, Recreation and Culture (PRCS) Department was performed.  This process looked at the 18 service areas that comprise the Department’s three functions and analyzed four key components:  the physical assets, service delivery model(s), range of programming and governance structure.   Each of these dimensions was further broken down into core components and these were each assessed as Basic, Enhanced or Elite.  The process culminated in a “Service Wheel” which identifies, at a point in time, the level of service being provided to the community.  The Assessment is an integral planning tool that provides a starting point for planning the direction that the Department needs to head in to provide the optimal balance of parks, recreation and culture services to the residents of Coquitlam. http://www.coquitlam.ca/Libraries/Recreation_Parks_Culture_Documents/Service_Wheel.sflb.ashx
