Town Hall Condition Assessment

Date of Issue: October 10, 2017

The Town of Osoyoos owns and operates a municipal building used for town office purposes and is seeking a consultant to determine the condition of this facility and to prepare funding scenarios for maintenance and capital expenditures.

The purpose of this study is to:
  • Assess current condition of the Town Hall based on commonly accepted building standards;
  • Help develop present and future budgets;
  • Provide Town of Osoyoos with a comprehensive plan to strategically and efficiently reduce the current backlog ofdeferred maintenance and necessary physical improvements project;
  • Determine renovation potential versus new construction;
  • Identify potential liabilities including hazardous material disturbance during renovation.
The selected consultant will:
  • Identify the extent and severity of the deferred maintenance liability;
  • Identify, prioritize, cost and schedule deferred maintenance reduction projects that can improve the functionalaspects of the facilities;
  • Identify the resources needed to maintain the operability, suitability, and value of the physical assets given theircurrent function (i.e., the plant renewal investment requirement);
  • Identify the renovation potential of the fire hall area into administrative space;
  • Identify the building replacement cost;
  • Identification of any liabilities associated with ongoing continued use and continued use during renovation of currentbuilding
  • Provide a final report;
  • In collaboration with Town of Osoyoos staff, assist in the presentation of the study’s findings to Town of OsoyoosCouncil.
