Proposal Due Date: November 2, 2023, 4:30 p.m., Central Time

Sourcewell, a State of Minnesota local government unit and service cooperative, is requesting proposals for Refuse Collection Vehicles with Related Equipment, Accessories, and Services to result in a contracting solution for use by its Participating Entities. Sourcewell Participating Entities include thousands of governmental, higher education, K-12 education, nonprofit, tribal government, and other public agencies located in the United States and Canada. Only proposals submitted through the Sourcewell Procurement Portal will be considered. Proposals are due no later than November 2nd, 2023, at 4:30 p.m. Central Time, and late proposals will not be considered.

Requested Equipment, Products, or Services: 

1. Sourcewell and Canoe are seeking proposals for Refuse Collection Vehicles with Related Equipment, Accessories, and Services, such as but not limited to:
   1. Front-load, side-load, rear-load, and multi-compartment refuse vehicles, including electric powered refuse vehicle bodies;
   2. Wide range of chassis, including internal combustion, natural gas or propane Autogas, hybrid or alternative fuel, and electric powered;
   3. Technological, logistical or mechanical accessories designed to increase operator and vehicle safety; and,
   4. Maintenance services.

 
Proposers may include related equipment, accessories, and services to the extent that these solutions are ancillary or complementary to the equipment, products, or services being proposed.
 

2. The primary focus of this solicitation is on Refuse Collection Vehicles with Related Equipment, Accessories, and Services. This solicitation should NOT be construed to include:
   1. Chassis-only solutions;
   2. Technology-only solutions;
   3. Rental-only solutions;
   4. Preventative maintenance, maintenance, and repair service-only solutions;
   5. Body or upfitting solutions for low-speed vehicles; and,
   6. Refuse   services.

 

3. This solicitation does not include those equipment, products, or services covered under categories included in pending or planned Sourcewell solicitations, or in contracts currently maintained by Sourcewell, identified below:
   1. Recycling and Repurposing Equipment with Related Accessories, Supplies, Technology and Services (RFP #030923);
   2. Trailers with Related Equipment, Accessories, and Services (RFP #092922);
   3. Fleet Management Services (RFP #030122), except for a complementary offering of solutions identified in subsection 1. c. above;
   4. Street Sweepers and Specialty Sweepers, with Related Equipment, Accessories, and Supplies (RFP #093021);
   5. Plastic Refuse and Recycling Containers with Related Technology Solutions (RFP #041521);
   6. Bulk Solid Waste and Recycling Equipment (RFP #040621);
   7. Grounds Maintenance Equipment, Attachments, Accessories and Related Services (RFP #031121);
   8. Fleet Management Technologies with Related Software Solutions (RFP #020221); and,
   9. Utility Transport Golf and Recreation Vehicles (RFP #122220).

 

4. The term of any resulting contract(s) awarded by Sourcewell under this solicitation will be four years. Sourcewell and supplier may agree to up to three additional one-year extensions based on the best interests of Sourcewell and its Participating Entities. Sourcewell retains the right to   consider additional extensions beyond seven years as required under exceptional circumstances.

 

5. A full copy of the Request for Proposals can be found on the Sourcewell Procurement Portal [https://proportal.sourcewell-mn.gov].  Only proposals submitted through the Sourcewell Procurement Portal will be considered. Proposer’s complete proposal must be submitted through the Sourcewell Procurement Portal no later than the date and time specified in the Solicitation Schedule. Any other form of proposal submission, whether electronic, paper, or otherwise, will not be considered by Sourcewell. Only complete proposals that are timely submitted through the Sourcewell Procurement Portal will be considered. Late proposals will not be considered. It is the Proposer’s sole responsibility to ensure that the proposal is received on time.

 

6. Following submission of proposals, negotiations may be permitted.
