Business Services Manager

Our Planning and Development Department has a new and exciting opportunity for a strategic thinker to join our management team.  We are looking for an individual with a keen business sense, an interest in continuous improvements and a passion for municipal development processes.  This position plays a key role as the departmental liaison between Planning and Development and the broader organization on City priorities and interdepartmental projects. The Business Services Manager is also responsible for analyzing information to create and present reports to Council.  To fill this role, we are looking for a leader that can excel in developing strong relationships within our department and across the organization to collectively focus strategic opportunities in support of City excellence.
 
Reporting to the General Manager, Planning and Development, you will be a peer to other members of our senior management team including: Director Development Servicing, Director Community Planning, Building Permits Manager - Inspections as well as Building Permits Manager - Approvals.  This is an exciting opportunity to be part of a diverse and strategic team of public service leaders. The ideal candidate will have strong written and verbal communication skills, excellent critical thinking skills, and experience in report writing, financial and data analysis.  This will be supported by excellent interpersonal skills and a natural ability to build and maintain effective working relationships.  This individual will be highly organized with a proven ability to manage multiple concurrent projects and demands, including identifying stakeholder interests, financial opportunities, organizational priorities, and other strategic tools and techniques. This position will play a key role in supporting organizational success by leveraging their work to champion the City’s continuous improvement goals and business plan priorities. 
 
The ideal candidate will have a Bachelors Degree in Business, Commerce, Public Policy and/or another relevant discipline along with a minimum of 5 years of related experience in strategic management role.  An MPA, MBA or experience within a municipal or regional government setting may be considered an asset.  This is an exciting opportunity for a passionate and talented individual to take on a leadership role in a progressive and growing city.

  • Creativity in finding solutions and envisioning new ways to deliver public services. 
  • Experience leading divisional strategies and business plan objectives.
  • Skills in making effective, professional presentations to a board or Council.
  • Ability to utilize data to draw logical, analytical conclusions.
  • Track record of success in promoting and maintaining a work environment which fosters and rewards teamwork, initiative, accountability, diversity and innovation.
  • Ability to adapt to a continually evolving environment centred around team focused, fast-paced workplace design.
  • Strategic thinking and strong financial skills through experience managing budgets, analyzing expenditures and familiarity with the costs and framework of service agreements.
  • Advanced research, analytical and problem solving skills, with an ability to identify and interpret emerging issues.
  • An understanding of the strategic direction of the City.
