The Information Technology Department is seeking a Business Analyst 2 to enhance and sustain the City’s public safety informational technology systems with a primary focus on serving the Fire department. This is analytical work at the full working level in support of the organization’s IT Systems. Reporting to Team Lead IT, Fire Systems, the Business Analyst2 will perform tasks related to sustaining existing Fire business applications, deploying applications and developing or configuring applications in various environments (i.e. Development, Test, QA, Production etc.) An incumbent also participates in the identification of business requirements and the design of solutions and establishes working relationships with users in a variety of departments. An incumbent exercises considerable independent judgement and action in performing the systems maintenance tasks and refers more complex problems to a superior who evaluates work performance in terms of effective services rendered. Performs a number of activities supporting the sustainment of applications; monitors post implementation performance of applications; identifies significant issues and implements solutions or workarounds. Performs a number of activities supporting the identification of business requirements and the design of solutions such as assisting in conducting workshops, documenting, consolidating and reviewing needs, preparing alternatives and presentations to explain analyses and recommendations; prepares working papers of current workflows and low and/or high fidelity prototypes; documents proposed and current architecture environments. Prepares and maintains a variety of reports and records related to the work; keeps abreast of recent developments in computer techniques and procedures. Performs related work as required.

Qualifications include completion of a university degree at the Bachelor’s level in computer science or a related discipline and sound related experience in systems analysis, or an equivalent combination of training and experience. Other qualifications include the ability to develop detailed work plans to carry out technological changes; strong analytical, problem solving and effective verbal & written communication skills; Working knowledge of problem definition and analysis related to Fire business processes and systems planning; ability to analyze and evaluate various data and information, develop logical solutions for assigned problems and assess the implications of proposed changes. Strong Application development experience using various computer programming languages and frameworks, considerable knowledge of databases and experience in Business Intelligence tools. Ability to work both independently and as part of a project team and ability to establish and maintain effective working relationships with a variety of internal & external contacts. Prior experience implementing and supporting Fire and Public Safety systems such as or similar to, Hexagon Computer Aided Dispatch (CAD), FDM records management, UKG Telestaff, NICE Inform, PIPMS, 9-1-1 dispatch and other related public safety system expertise will be considered a strong asset.
