This is supervisory and technical work in coordinating administrative and technical support services to the Payroll department. An employee of this class supervises a team of payroll clerks and payroll technician staff to provide professional and courteous customer service; plans and assigns tasks to ensure efficient workflow to deliver accurate and timely biweekly payrolls. The incumbent will lead change management initiatives to increase efficiencies within the department; hire, train, evaluate, supervise, coach and support subordinate staff performing payroll duties; provides daily guidance and direction to direct reports; coordinates regular staff meetings and assist staff in resolving complex issues. The Payroll Supervisor prepares and documents user specifications for system changes and enhancements; maintains procedures and presents recommendations for improvements to management; implements new procedures, processes and systems to meet City and departmental objectives and participates in the development and delivers orientation workshops on payroll policy and procedures. This position entails representing the division in projects involving other work units; researching and preparing a variety of reports for management; establishing and maintaining effective working relationships with internal and external contacts; interprets and explains payroll and benefits regulations and policies; applies relevant pay and benefit collective agreement articles; prepares and issues internal and external correspondence and reports, including items of a complex and contentious nature. Assists in conducting research on current and emerging payroll legislation; directs payroll processes regarding employee information records for complex transactions, in particular, complicated terminations, leaves of absences involving WSBC, MTD and LTD claims; provides direction for the City's sick plan policies calculations, payments, corrections and adjustments; and coordinates reconciliation and resolves complex WorkSafeBC, MTD and LTD claims. The incumbent reviews and approves corrections made by subordinates; ensures completion of payroll remittances to government agencies and reconciles general ledger accounts as relates to remittances; provides direction to the Payroll Technician in the completion of the bi-weekly payroll, reconciliation and preparation of journal entries to maintain the accuracy of the Payroll G/L accounts. Assists in the reconciliation and preparation of T4s and other year-end payroll activities, the collection of data for tracking internal payroll KPIs, the calculation and reporting of employee superannuation and in the collection of data and calculation of taxable automobile benefits as relates to the City's Personal Use of City Vehicles (PUCV). Performs related work as required.

Qualifications include completion of Grade 12 supplemented by completion of the Payroll Compliance Practitioner (PCP) designation and intermediate level accounting courses plus sound related experience preferably in a supervisory role; or an equivalent combination of education, training and experience. Thorough knowledge of the City's SAP payroll and time entry modules; the methods, practices and principles involved in the preparation, calculation and completion of a full cycle payroll; knowledge of system development and maintenance as related to payroll processing; the rules, regulations and collective agreements applicable to the work. Ability to establish and maintain effective relationships with internal and external contacts and to interpret and explain regulations, collective agreement rules policies and procedures to staff; to work with minimal supervision and apply sound judgement in analyzing complex situations and resolve difficult and contentious matters professionally and tactfully in accordance with applicable authority and policy. A National Payroll Institute PCP Certification is required.
