$37.75 - $40.75 per hour including paid lunch

A temporary full-time position is available for an experienced community and land use planner to join the Lands and Resources team at Tla’amin Nation.
 
The position will support the assessment of current community completeness, analysis and identification of strengths, opportunities, and challenges, identification of potential actions that align with Tla’amin Nation’s təms kʷʊnəmɛn (our vision) Comprehensive Nation Plan goals that support creating more complete communities, and preparation of an implementation plan.
 
Activities include a review of community context and identified community goals that support complete communities, data collection and compilation that supports the measurement of relevant indicators, spatial analysis of the four lenses, an assessment of the strengths, opportunities, and challenges to becoming more complete, and identification of potential actions.
 
The activities will provide information that will be directly relevant to the preparation of a land use plan for Tla’amin Nation and inform engagement with adjacent local governments during the preparation of their respective OCPs. In addition, the activities will provide information that will be used to support Tla’amin Nation’s Comprehensive Nation Plan goals related to governance, lands and resources, finance and administration, capital and infrastructure, community services and economic development as they relate to the complete communities lenses of housing, transportation, infrastructure and daily needs.

Key Responsibilities
Performs all duties and responsibilities in accordance with Tla’amin policies, standards, practices and procedures as directed by the Director of Lands.  Maintains confidentiality as required pertaining to citizens, clients, members, employees, and general matters of the Nation.  

  • Works closely with the Director of Lands to develop land use policies, procedures and processes.
  • Supports the development, analysis, communication and implementation of Tla’amin Nation community and land use plans.
  • Provides logistical and technical support to the community planning and community census process.
  • Synthesizes and analyzes information and ability to make recommendations
  • Performs research related to land use including development proposals, zoning, subdivision design, population, transportation, parks development, recreation, environmental, and social matters
  • Assembles and analyzes data and prepares background reports for use in formulating sector, comprehensive development, and neighbourhood plans; subdivision approvals; and decisions on development applications and permits.
  • Provides logistical and technical support to community planning and community census process.
  • Formulates draft plans, design projects, concepts, and policy statements based on research, accumulated data, sketches, community plan guidelines, subdivision, and other designs.
  • Prepares layouts of physical projects.
  • Prepares draft reports for Executive Council consideration to implement planning policy.
  • Reviews subdivision development plans, studies and assesses impacts, and ensures conformance to conceptual plans and implementation strategies.
  • Attends and facilitates internal and external meetings as a Tla’amin Nation representative in a professional planning capacity; analyzes and advises on trends and developments; receives public and other professional input; explains Tla’amin Nation policies; and prepares related summaries, reports, and correspondence.
  • Recommends and coordinates various land use applications.
  • Prepares and presents reports, community plans, community engagement strategies, and other written and oral deliverables as required.
  • Develops and implements communication strategies and tools that include activities that will inform, engage, promote and build community’s participation in the planning process.
  • Provides and presents information, explains policy, and interprets related legislation to builders, developers, government agencies, consultants, and the public, and maintains relationships with various internal and external departments, agencies, and groups concerning development policy and land use.
  • Manages and tracks the implementation of stakeholder engagements and communications plan.
  • Assists community members in identifying and prioritizing community needs.
  • Oversees the delivery of community engagement activities, meetings, and presentations.
  • Builds and maintains good working relationships with community members.
  • Ensures consistent communications with the community, by applying various communications tools and keeping them up to date.

 
Other related duties as assigned.

Qualifications

  • A post-secondary degree in land use or community planning, or related discipline, preferably with at least 3+ years of relevant professional experience. An equivalent combination of education and experience may be considered.
  • Membership or eligibility for membership with Planning Institute of BC or Canadian Institute of Planners.
  • Recent, relevant and significant experience in land use planning and/or community engagement.
  • Experience working with Indigenous communities.
  • Understanding and compassion regarding issues and barriers faced by Indigenous people.
  • Ability to build trusting, positive relationships with a variety of stakeholders.
  • Experience designing and implementing engagement processes utilizing in person and virtual opportunities.
  • Excellent communication, organizational, and prioritization skills are essential.
  • Exceptional verbal and written presentations skills.
  • Ability to interpret bylaws, maps, legal documents, land title information and relevant legislation.
  • Intermediate computer skills including MS Office.
  • Strong project management skills.
  • Acceptable Police Information Check
  • Valid Class 5 driver’s license and acceptable Driver’s Abstract.
  • Genuine respect for Tla’amin Nation’s history and culture.

 
Working Conditions

  • Predominantly office-based, however, occasional travel for meetings or training sessions is required.
