On Site Step 5 (Net Zero) Workshop Series
When: August 1 - 3, 2023
Members of the building industry across the Lower Mainland are invited to register for the free cutting-edge, Step 5 On-Site Workshops and learn all about the design, construction, and permitting of a ground-breaking townhouse project that targets compliance with Step 5 of the BC Energy Step Code, CHBA’s Net Zero Energy Ready Standard, and EL-4 of the Zero Carbon Step Code. The targets this project are committed to, exceed our provincial 2032 targets for energy and emissions, today.
The three unique workshops (each held twice) will include lessons learned from the project, a tour of the home mid-construction, and a mid-construction air tightness test.

Local government finance leadership starts here with a comprehensive overview of the local government finance arena and the ever-evolving role of the local government finance officer.
Strengthen your understanding of local government and the important role that the Finance Officer and their team plays in this highly interactive and engaging program designed exclusively for new local government finance officers, current local government finance staff who aspire to the position of Finance Officer, as well as current Finance Officers who want a better understanding of the requirements and responsibilities of the position. This five-day residential program will provide participants with a comprehensive overview of local government finance issues with a focus on providing “real-life”, practical information that can immediately be applied in a local government setting.

Okanagan Basin Water Board's 2023 Annual Meeting: TAPPING INTO WATER SOLUTIONS

This year's event will begin with a welcome and opening remarks from Pamela and Grouse Barnes, Syilx Okanagan Nation knowledge-keepers and elders.

Occupational injuries and illnesses happen when workers are exposed to hazards in their workplaces. If you eliminate the hazards, or at least prevent workers from being exposed to hazards, then it follows that they will not have work-related injuries and illness. If the hazard cannot be eliminated, then the employer must do everything reasonably practical to reduce the level of risk faced by workers to the lowest amount possible. In order to determine if the hazards can be eliminated or the threat to workers reduced, the employer must assess and prioritize the level of risk posed by those hazards, and establish controls based on the level of priority.

Investigation of incidents is a vital part of every health and safety management system. No other activity produces such quick results as the prompt reporting and investigation of incidents. The purpose of incident investigation is to determine the causes, and put corrective measures in place to prevent a recurrence. Serious incidents or incidents with a high potential of injury or damage will require an in-depth investigation but every incident is a signal of problems that need to be corrected. An incident investigation program requires planning, preparation and training. It requires a commitment by the employer that investigations will take place when required and appropriate to do so, and that recommendations from investigations will be acknowledged by management and implemented where possible and feasible.

Are Our Water Systems At Risk? Assessing the Financial Sustainability of BC’s Municipal Water Systems

In 2015, the BCWWA published Are our Water Systems at Risk? Assessing the Financial Sustainability of BC’s Municipal Water and Sewer Systems, a report based on the financial reports of municipalities throughout British Columbia, to look at how the communities prepare for financial sustainability. In September the 2023 Update, Are our Water Systems at Risk? Assessing the Financial Sustainability of BC’s Municipal Water Systems report will be published , following the same methodology , but also adding current contextual factors, such as climate change. The aim of this work is to empower municipalities in understanding and achieving financially sustainable water and wastewater systems, considering changes and trends in the mun i cipal context. The report answers the following questions:
1) Are fees covering the full cost of service delivery, including infrastructure renewal?
2) How vulnerable are we to unexpected events?
3) What is our infrastructure deficit?
4) What is our capacity to finance renewal using debt?
5) What are public opinions about water and wastewater systems?
6) What actions can we take to address findings?
Please join us for a webinar outlining the results of this report, recommendations and opportunities for senior municipal leadership to leverage the methodologies used throughout the project. These techniques will be demonstrated in a follow-up workshop This report has been prepared by the BC Water and Waste Association, with consulting support from Urban Systems Ltd. and JW Infrastructure Planning Ltd. TELC 1142 - CFAA 3: Basic Electricity for Fire Alarm Inspection
When: September 16 - November 4, 2023
CFAA 3 - is the third part of becoming a nationally certified fire protection techician. Individuals with sufficient experience in the electrical trade may be exempt from completing this course.
This course covers basic electrical theory - Ohm's law, Kirchoff's law, magnetism, energy generation and the dangers of higher A/C voltages. It also provides a greater understanding of the Canadian Electrical Code with reference to the following areas:
- conductors: sizing, insulation types, voltage ratings and other conductor characteristics
- how to access the tables regarding conductors and cables
- grounding of conduit systems and enclosers

2023 UBCM Trade Show

2023 Canadian Stormwater Conference

Implementing UNDRIP and Reaffirming Indigenous Rights to Self-Determination

After decades of advocacy by First Nations, the Parliament of Canada passed The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) Act in 2021, providing a roadmap for the implementation of the UN Declaration based on lasting reconciliation, healing, and collaborative relationships. The Indigenous right to self-determination is a key principle. By virtue of that right, First Nations are free to determine their political status and to pursue their economic, social and cultural development. A radical transformation in the status quo is required to ensure that Indigenous communities are full partners in the work to come, and that their inherent rights are meaningfully upheld in alignment with the visions set out within their own laws.
This program will bring together a stellar faculty of representatives from the provincial and federal governments and the Indigenous legal community to discuss the inherent right of self-determination, and how all levels of governments are working together to ensure that this right can be meaningfully exercised by First Nations. Our speakers will also explore the opportunities for innovative solutions and partnerships amongst different levels of government and different models of governance and decision-making.

Participants will learn how to read a set of civil construction blueprints, drawing specifications and general notes. Using various samples of civil blueprints, participants will gain experience and practical knowledge for their day-to-day work on construction projects.

Looking Back and Forward: Vancouver’s Changing Urban Development Landscape

Indigenous Rights Beyond Borders

The traditional territories and resources of Indigenous communities and First Nations do not always fit neatly within the colonial constructs of provincial and international borders. With reconciliation efforts steadily under way, we now face critical and challenging issues for First Nations in border communities. Addressing these issues is crucial to upholding Indigenous rights and preserving cultural heritage, and all stakeholders will need to pay close attention to Indigenous cross-border issues due to their significant social, economic, and legal implications.
This program will bring together leading experts to explore current issues relating to Indigenous rights and borders. For example, how should treaties be enforced across jurisdictions? What happens when a project is approved in one jurisdiction, but has impacts on communities located in another? How does this impact consultation and who has standing to challenge a project? 2023 MATI School for Statutory Approving Officers

Eligibility Requirements
You are eligible to attend MATI - School for Statutory Approving Officers if you work in a BC local government or First Nations jurisdiction and are the Statutory Approving Officer, Deputy Approving Officer, or the primary person responsible for the evaluation of subdivision applications in your organization. Participation from provincial approving officials is welcome. Registration will be accepted on a first-come, first-served basis to a maximum of 50 students.
Because of anticipated heavy demand, a maximum of one registrant per organization will be permitted. Note, this limitation of one registrant per organization will be reviewed and revised on July 4 if there is still space.

Participants attend the live webinars; review additional resource documents and participate in online discussions in the Moodle virtual classroom; work on the assignments on their own time; and submit their assignments for review, coaching, and direct feedback. Recordings of live webinars will be posted to Moodle so that participants may review if they are unable to attend a live session.

How To Write an LTFP for Asset Management

Christopher Paine is a Chartered Professional Accountant with 15 years of experience, who has prepared several Long-Term Asset Management Financial Plans for the District of Central Saanich, the City of Colwood, the District of Oak Bay, and the Town of View Royal.
The Long Term Financial Plan writing course takes participants through a 7 step model, including core calculation equations and an Excel forecast modeling template to solve the problem of creating a sound long term financial plans to fund infrastructure replacement overt time.
The course is held on the Tuesday preceding the Annual Asset Management Conference, so participants can enroll for both.

TELC 1144 - CFAA 5: Fire Alarm Systems - Testing and Inspection

This is the 5th in the series of Canadian Fire Alarm Association courses required to become a nationally certified fire protection technician.
Applications of fire alarm systems, operation, testing and inspection requirements outlined by the various Codes and Standards are covered at a more detailed level. Also covered are principles and technology of fire detection devices, signal appliances, control equipment and ancillary devices controlled by the system. The rooms under the hotel room block are in the "Fairmont category" and they are located throughout the hotel complex, including the main hotel, Gatehouse, and Conference Centre wings. All room rates are subject to a mandatory additional $16.00 group surcharge per person/per night + 5% GST, an 8% Resort Fee, and a 4% MAT (Municipal Accommodation Tax).
Room blocks are from Sunday to Wednesday but the hotel will honor the rate for up to three days prior to Sunday and three days post Wednesday if space is available.
