Request for Proposals
The purpose of this RFP is to identify the most qualified firm or firms to enter into a five year non- exclusive contract for the provision of municipal engineering and public works consulting services. The successful firm or firms will be expected to start as early as March 1, 2020. The District is seeking an engineering firm and a planning firm under two separate contracts (one for engineering and one for planning), although we are open to receiving one proposal for both service areas if applying firms can demonstrate they have both areas of expertise.It is the intent that the successful firm(s) will be asked to complete all of the municipal engineering projects but exclusivity can not be guaranteed as large projects must be tendered to ensure cost effectiveness. The successful firm will perform our Engineer of Record function and lead estimating and project management for capital projects. The District also requires planning support for general municipal purposes including such activities as mapping, bylaw advising and development planning.
With fairly new and advanced water treatment and wastewater systems, firms should have experience designing and advising on both. The successful firm will assist District management in administration, planning and implementation of capital works projects and our core services. The District has had a long standing relationship with an engineering and planning firm and this is the first time such an RFP has been advertised but it is expected this will be common practice moving forwards to ensure the best service and value are provided.
The District is seeking applicants who have demonstrated and extensive experience in full service, professional engineering for municipal projects with familiarity with Master Municipal Construction guidelines and best practices; detailed areas of experience will be water treatment, wastewater treatment, road infrastructure, water, sewer and storm water infrastructure – local experience will be considered an asset.
In addition, the District is seeking a planning firm with significant expertise in recreational development including parks, trails, tourism with marine expertise preferred. We are seeking a firm or firms that are innovative, seek all available options for service provision, and will advocate for cost efficiencies wherever possible.Request for Proposals
