City of Delta Council approves Bylaws allowing City to Levy Fines for Contraventions of Provincial Health Officer's Order

DELTA - The City of Delta is under a State of Provincial Emergency ordered by the BC Minister of Public Safety and Solicitor General to ensure a coordinated response to COVID-19 across all levels of government. The State of Provincial Emergency allows for swift coordinated response between the Province and local governments like Delta, to keep the public safe, maintain essential goods and services, and support the Province's ongoing response to the COVID-19 pandemic.

"As Mayor, based on many years of experience in Delta dealing with local emergencies, it was essential that we declared a State of Local Emergency to move as quickly as possible to protect public health in our City under the direction of the Provincial Heath Officer. I very much support the recent direction of the Province in having a Provincial State of Emergency declared for all cities and regional districts to fall under the same umbrella. Working together under the authority of the Province will put us in a better position to fight this deadly virus."

As part of Delta's continued efforts to support the Province, at the March 27, 2020 Special Meeting, Delta Council unanimously approved bylaw amendments that enhance staff's ability to enforce orders directed by the Provincial Health Officer in response to the COVID-19 pandemic. Under Delta's bylaw, municipal tickets may be issued for non-compliance based on a number of defined offences that tie back to the Provincial orders.

"The rules around gatherings, restaurant operators, and physical distancing have been made clear by our Provincial Health Officer and these are critical steps we must take to keep our communities safe. These additional enforcement measures will assist Delta in supporting the Province and in dealing with those who continue to refuse to comply. I am pleading with everybody to stay home to protect public health and help save lives."
