Solar + Storage Engineering Procurement And Construction (EPC)

This Request for Proposals ("RFP") is an invitation by the District of Summerland (the “District”) to prospective Proponents to submit Proposals for an Engineering, Procurement and Construction (“EPC”) contractor to design and build a Solar Facility in Summerland, BC consisting of a solar photovoltaic (“PV”) system coupled to a battery energy storage system (“BESS”) and interconnected to a distribution facility owned and operated by the District (the “Project). Project details are further described in RFP Section 2 - Deliverables (the “Deliverables") and Appendix A – Scope of Work.
The objective of the Project is to establish a well-functioning energy generation and storage facility that strengthens the District’s electrical utility, while maximizing cost savings, protecting on-site environmental values and benefits of the community and residents, and protects the safety of staff and the public.
The Project is expected to have the following characteristics:
- PV DC system size: 1 MW (minimum);
- BESS size: 4.5 MWh (minimum);
- BESS and PV system are AC coupled, connected to an 8 kV distribution feeder owned and operated by the District; and
- Full turnkey, date certain, fixed EPC contract including the scope described in Appendix A Project Scope.
A site meeting will not be held for this RFP. In lieu of a site meeting the District has recorded a video of the site, which is available along with the RFP.
A Proponents Briefing has been scheduled August 9, 2021, at 10:00 am to provide opportunity for questions or clarifications from Proponents regarding this RFP’s requirements. Further details can be found in the RFP.
Term of Engagement:
The term of the agreement is from the time of contract execution through Project completion which is to be no later than June 1, 2023.
The District’s website is the only authorized website to obtain the RFP documents, which are available at no charge via summerland.ca/bids. The District shall not be held responsible for any of it’s competitive bid documents that may be located on any other website.
Submission of Proposals
To be considered, Proposals must be submitted using BC Bid eBid electronic bid submission. Proposals submitted in any other manner will be disqualified.
