Organizational Profile
The Regional District of Nanaimo (RDN) is located on the beautiful central east coast of Vancouver Island, incorporating the municipalities of Nanaimo, Lantzville, Parksville, and Qualicum Beach, and seven unincorporated electoral areas that lie between Cassidy to the south and Bowser to the north. The RDN is situated within the traditional territories of several First Nations, including Snuneymuxw, Snaw-Naw-As and Qualicum First Nations and recognizes their rich cultural heritage. About the Role
Reporting to the General Manager, Development and Emergency Services, the Manager, Bylaw Enforcement is responsible for leading a team of dedicated professionals in the effective delivery of the RDN’s bylaw compliance and enforcement services with a focus on improving community safety and security. The Manager, Bylaw Enforcement will oversee the legal proceedings for related infractions, act as the Primary Screening Officer for the Bylaw Dispute Adjudication System and oversee and administer Animal Control services.  The Manager, Bylaw Enforcement will plan, monitor, evaluate, control, and supervise the budgetary and staff resources allocated to the Bylaw Enforcement services function.

The ideal candidate will have a degree or diploma in criminology, or social sciences combined with a minimum of five (5) years of experience in the enforcement of bylaws, field investigation and court procedures or other related enforcement fields combined with two (2) years in a supervisory or management role in a local government setting. The preferred candidate will have strong conflict resolution, negotiation, and mediation skills. An equivalent combination of education, training and experience may be considered. The successful candidate will have knowledge of the application of local government bylaws, including Zoning Bylaws, Official Community Plans, Building Regulations Bylaw, Municipal Ticketing Information Bylaw, Bylaw Offence Notice Enforcement Bylaw, and enforcement legal proceedings.

The salary range for this position is $122,265 to $129,110 annually depending on the successful candidate’s experience, education, and proficiency in relation to the position.
