Senior Planner, Housing Capital Planning


Summary
This position is responsible for the development and implementation of the Routine Capital Plan that covers more than 50 properties and involves the advancement of almost $5M in routine capital works annually. This position also regularly communicates, collaborates, and coordinates with a diverse range of consultants, contractors, and CRHC staff involved in operations and capital project delivery to ensure the strategic, operational, and performance goals are met, while working to mitigate the impacts of routine capital works on the CRHC tenants to the extent possible.  

Key Duties & Responsibilities

  • Prepares and provides recommendations and guidance on Housing studies, initiatives and plans to CRD staff, Committees, Councils, Advisory Groups, and community associations.
  • Oversees the planning, design, procurement, and construction of approved capital works projects focusing on the existing CRHC portfolio.  
  • Conducts portfolio property analysis to develop and implement an asset management strategy to identify and target assets for routine capital maintenance, renewal, and remediation.
  • Recommends prioritization methodology to direct investment throughout the CRHC portfolio. 
  • Provides pro-active strategic advice to internal and external stakeholders on critical issues, risk mitigation opportunities and contingency plan recommendations. 
  • Performs evaluations on existing properties including detailed analysis and problem solving as well as prepares recommendations and planning estimates, including cost estimates and design proposals.
  • Provides professional and technical expertise, guidance and direction to technicians and staff including acting as project lead.
  • Acts as the project manager on routine capital maintenance, renewal and remediation projects following all policies, procedures, and standards of the CRD and CRHC to ensure projects are completed on schedule and within budget. 
  • Leads the procurement/tendering process for various project team disciplines; assesses and evaluates estimates, proposals and quotes following appropriate procurement guidelines. 
  • Understands best practices and implications of recommendations and/or decision-making in alignment with all relevant policies. 
  • Applies for funding and financing, including alternate sources of funds.
  • Coordinates the design of capital projects, including but not limited to routine capital maintenance, renewal, and remediation. 
  • Develops, implements, and oversees project–related scopes of work, schedules, and budgets.
  • Develops criteria for and manages contracts with consultants, contractors, and other external specialists, including monitoring performance to ensure design and construction standards are met, and preparing status reports.
  • Develops and executes engineering feasibility studies including cost analysis and technical reports.
  • Supervises staff engaged in contract administration and accounts payable including recruitment, orientation and time approval and the provision of leadership, guidance, feedback, and work direction.
  • Establishes and maintains effective communications, including status reporting, between internal and external stakeholders to foster successful completion of projects and plans.
  • Schedules meetings, prepares agendas and required materials, obtains equipment if needed and produces minutes. 
  • Acts as a primary contact and liaison with consultants, internal and external stakeholders. 
  • Performs duties safely and ensures all related contractors and workers are informed and accountable for their duties under WorkSafe BC.)
  • Provides after-hours emergency support to standby staff, as required. 
  • Position requires attending construction and site inspections with exposure to all weather conditions. 
  • Follows all policies, procedures, and standards of the CRD and CRHC.
  • Performs other related duties as required.

Key Skills & Abilities

  • Extensive project and construction management experience and the ability to manage multiple projects and/or programs to meet required objectives and deadlines. 
  • Willing to be part of a high-performance environment with the ability to work effectively efficiently and independently under stressful conditions often involving multiple deadlines and conflicting agendas.
  • Operational knowledge of WorkSafe BC regulations regarding worker/contractor safety and Employer’s responsibilities. 
  • Demonstrated understanding of design and construction of multi-family residential buildings through each phase from conceptual design to completion.
  • Demonstrated experience with preliminary and detailed design functions and carry out feasibility studies including cost estimates.
  • Well-developed leadership, relationship-building and decision-making skills, including negotiation and conflict resolution skills. 
  • Ability to prepare detailed and comprehensive technical reports, specifications, terms of reference, requests for proposals, contracts, and specifications.
  • Excellent communications (verbal and written), interpersonal, and customer service skills are required.
  • Knowledge and ability to use various computer word processing, spreadsheet and project scheduling programs and databases.
  • Experience working on projects funded through BC Housing and CMHC programs would be considered an asset.


Qualifications

  • Degree in a related discipline
  • A minimum of 10 years' directly related experience
  • An equivalent combination of education and experience


Certifications

  • Eligible for membership in a relevant professional association
