The City of Port Coquitlam is looking for an energetic and results orientated individual to join the Development Services team as the Real Estate Manager.  Reporting to the Director of Development Service, the Real Estate Manager is responsible for providing leadership and direction on land strategy and policy development for the City.  As the technical knowledge expert, the incumbent will be responsible for providing guidance and leadership to all City Departments on real estate matters and for delivering on key Council objectives and priorities.

Some of the key responsibilities of this position include but are not limited to:

  • Develops policy to manage land related-matters, including the sale of unopened road allowances, use of municipal lands for social purposes and special needs housing
  • Develops a comprehensive inventory of municipally-owned lands and their attributes, conducts sales of municipal land for commercial, industrial, multi-family or residential use by public tender or negotiations, negotiates and drafts land related agreements, including purchase and sale agreements, leases, licences and easements and manages the City’s property leases
  • Identifies potential strategic land acquisitions to promote revitalization through consolidation, zoning considerations and marketplace needs analysis and develops the appropriate land use policy for the encroachments on municipal lands through appropriate decision-making
  • Negotiates leases, acquisitions, encroachments, partial takings and dispositions on behalf of the City, provides advice to interdisciplinary municipal teams and acts as a resource in real estate management, negotiation and administration 


The successful candidate for this position will have:

  • University Degree in Business, Commerce, Real Estate, Urban Land Economics, or a related discipline 
  • A minimum of seven (7) years’ recent related with complex lands and real property negotiations and business development or an equivalent of combination of education, training and experience 
  • Considerable knowledge of the provisions of the Local Government Act and the Community Charter that relate to acquisition and disposition of public land and real estate matters 
  • Considerable knowledge of the regulations, laws, acts, statutes, policies and objectives governing the work, including expropriation, by-laws and processing related to zoning, sub-division, site development and building permits
  • Considerable knowledge of the methods, practices, procedures, techniques and equipment used in land and real estate 
  • A commitment to service excellence and continuous improvement
