Chief Administrative Officer


Bowen Island, incorporated in 1999 and British Columbia’s only Island Municipality, is a vibrant, growing community of approximately 4,300 full-time residents. An island within the Islands Trust, it is also a member of the Metro Vancouver Regional District. Known for the beauty of its natural environment and rural atmosphere, Bowen Island is located in Howe Sound, six kilometers west of the mainland and is accessed by a regular 20 minute ferry service from West Vancouver. It stretches 12 kilometers long and 6 kilometers wide and features a significant portion of undeveloped Crown Land, forests, greenways, lakes and ocean beaches. Bowen is a dynamic and innovative community, with an active populace where arts, culture and education thrive and where children, seniors and a healthy lifestyle are highly valued.

Bowen Island Municipality is looking for a well-rounded leader to become our next Chief Administrative Officer (CAO). We are seeking someone who is passionate about public service and community building. Municipal government or public sector experience is important; however, more critical is outstanding leadership experience.

Reporting directly to Mayor and Council, the CAO plays a key role, managing the day-to-day activities of the Municipality and providing effective advice and support in developing and implementing policies and strategies that address the unique qualities and needs of Bowen Island. The CAO provides leadership to the management and staff of the Municipality and ensures that all projects, programs and services are carried out effectively. We are looking for someone who understands the challenges facing smaller communities and has a track record demonstrating capability in moving from strategic planning to implementation of policies and projects. In particular, Council has placed a high priority on addressing critical infrastructure issues and asset management. Candidates that can demonstrate their experience or abilities in this area will be preferred.

The successful candidate will have an accomplished background in senior management responsibility within municipal administration and/or comparable private sector employment coupled with strong academic credentials. The CAO has a passion for local governance and is respected as a focused, strategic thinker. The CAO establishes credible and effective working relationships with elected officials, employees, external stakeholders and the public. Well-developed interpersonal, communication and human resource skills, and a strong desire to connect to the community, will also be critical.

The salary range for the position is $170,000 to $185,000 annually dependent on candidate experience and qualifications, as well as an excellent benefits package.
