Schedule: 70 hours bi-weekly; Monday to Friday from 8:00AM – 4:45PM (Nine-Day Fortnight)

This is moderately complex clerical work involving the provision and overseeing of services related to receiving, reviewing and processing of electrical, plumbing, gas, building, and other permits issued by the Planning and Development Department. The Senior Customer Service Assistant checks the work of and provides direction to a moderate size group of Customer Services Assistants; assists the Customer Service Supervisor in scheduling staff, training and evaluating work performance; and implementing new or revised office methods, procedures, and systems, as required. The incumbent also checks applications for completeness of routine information including pre-screening for obvious non-compliance to regulations and by-laws; explains procedures; calculates permit fees from schedules, issues receipts and permits, and also provides information related to the Burnaby Zoning By-law and permits inspection process; refers more complex enquiries to a supervisor or technical staff; enters data into the permit system using a computer terminal; monitors information output; corrects errors and updates information; generates reports and checks for accuracy and completeness; distributes to internal and external mailing lists. Performs related work as required.

Qualifications include completion of Grade 12 supplemented by or including standard commercial courses and courses relating to the work plus considerable related office experience involving public contact and computerized systems, preferably in a Municipal Building department, or an equivalent combination of education and experience. Considerable knowledge of applicable departmental practices, procedures, rules and regulations and of the requirements of other departments and agencies relative to permit application processing; record keeping and correspondence preparation; automated permit system. Working knowledge of the zoning, plumbing, electrical and gas, building and other by-laws as related to work performed. Ability to exercise sound judgement in making decisions in accordance with applicable policies, rules and regulations; to provide direction and review the work of staff providing customer services; to deal effectively and courteously with the public, officials and staff in supplying information and in explaining by-laws, regulations and departmental procedures related to the work performed. Ability to use common office equipment; prepare and maintain a variety of records, compile statistics and generate reports manually or using a computer terminal.
