Position Overview 
If you are looking for a dynamic career growth opportunity in one of the fastest growing municipalities in Canada, then then this position may be for you! The City of Kamloops is looking for a Building and Engineering Development Manager to oversee a team of 17 staff in ensuring building permit applications and infrastructure development applications are processed in an effective and efficient manner while complying with regulatory requirements. This position necessitates the highest level of acumen, communication, integrity, and collaboration in working with the development industry, internal teams, and the public.

The successful candidate must have the following qualifications:

  1. A degree in Civil Engineering OR a two-year diploma in Building or Civil Engineering Technology.
  2. Certified or eligible for registration with the Engineers and Geoscientists of BC or certification with the Applied Science Technologists and Technicians of BC (ASTTBC).
  3. Minimum three years experience in design and field inspection of municipal facilities including waterworks, sewerage, drainage, roads, and structures.
  4. Seven to ten years of supervisory experience.
  5. Considerable knowledge of the BC Building Code, construction standards and regulations related to building construction.
  6. Extensive knowledge of municipal organization, the Local Government Act, Community Charter, municipal by-laws and case law that pertains to municipal development.
  7. Demonstrated ability to clearly interpret BC Building Code requirements and to establish and maintain cooperative relationships with building owners, architects, engineers, solicitors, contractors, public officials and the general public.
  8. Demonstrated ability to deal tactfully, courteously, and diplomatically with other department heads, government, business, other public officials and the general public.
  9. Demonstrated ability to prepare clear and concise reports and prepare and present evidence in court, as required.
  10. Demonstrated ability to deliver customer focused services through high performance teams.
  11. BC Drivers License – Class 5.

 
The annual salary for this position is $146,914.95. The City offers a comprehensive benefit package including generous vacation and an Earned Days Off program. Along with these benefits, the City provides access to fitness facilities, various instructed programs, and community volunteer/engagement opportunities. This is an exempt Management position.
