Manager, Planning (Development Planning) & Manager, Planning (City Planning and Design)

The Planning and Development Department is looking for two regular full time exempt Manager, Planning positions to join their growing team.  The Manager, Planning (Development Planning) will report to the Director, Planning and Development and will lead the Development Planning division. The Manager, Planning (City Planning and Design) will report to the Deputy Director, Planning and Development and will lead the City Planning and Design division.
 
Both positions will be responsible for strategic planning, leadership and delivery of planning and development services, policies, programs and initiatives.  The successful incumbents will also be responsible for managing the professional and technical work of planning and development staff, providing guidance and direction to staff at critical decision points, and may also oversee the work of consultants, developers and architects. In consultation with the Director, Planning and Development these positions will recruit, train and evaluate the work of staff; prepare and compile information for reports and presentations to Council, committees of Council, the community and internal and external organizations; represent the City and consult with other levels of government and governmental bodies such Metro Vancouver, Translink, Vancouver Coastal Health, School District and Sḵwx̱wú7mesh Úxwumixw (Squamish) First Nations; initiate and conduct negotiations with the community, business and industry with regard to various large City initiated projects; ensure completion of City wide projects managing budgets, resources and project timelines effectively; frequently handle political items and sensitivities with a high degree of tact and diplomacy; collaborate with other City departments to address issues in an integrated manner; and lead labour and employee relations matters.  Performs related duties as required.
 
Manager, Planning (Development Planning) will lead a team of Planners engaged in rezonings, development permits, official community plan amendments and other similar applications. The development team will process development applications, report to Council with applications, issue development permits, provide technical and professional expertise, prepare development guidelines, consult with developers, architects, landscape architects and the community and recommend policy changes. You will apply your strong urban design, green building, organization, negotiation and technical planning skills in helping achieve quality and innovative development. 
 
Manager, Planning (City Planning and Design) will lead a team of Planners engaged in long-range planning, environmental policy, urban design and neighbourhood planning. Sensitivity to the general public, development industry, business community and political astuteness is required along with strong understanding of the principles of urban design, sustainable development, the ability to negotiate effectively and sound knowledge of planning legislation. You will have a track record of working effectively in a public oriented and collaborative working environment, experience with large scale projects and the ability to negotiate effectively.
 
Requirements include a Bachelor’s degree in planning or related discipline plus considerable planning experience in a municipal setting. Canadian Institute of Planners certified membership (i.e. professional designation  of Registered Professional Planner) is also required along with proficiency with Microsoft Office and working knowledge of computerized analysis techniques in the profession. A valid BC Class 5 Driver’s license is required for these positions.

We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule.  The salary range is: $134,988 to $158,808 (2024 rates).
