Senior Manager, Engineering (Transportation & Drainage)

The Engineering Department is responsible for the Municipality’s extensive infrastructure networks including: three water treatment and distribution systems (240 km of pipes, 5 dams, 7 pump stations, 16 reservoirs, 10,000 connections); four sanitary collection and treatment systems (150 km of pipes, 14 pump stations, 4 wastewater treatment plants); an extensive road and active transportation network (300 km of roads, 7 bridges, 136 km of sidewalk, 63 km of bicycle facilities, 2 traffic signals, and 12 roundabouts) as well as an extensive drainage and flood protection network (160 km of pipes, 4 km of dikes, 5 flood pump stations).

Reporting to the Director, Engineering this position provides senior leadership and supports the day-to-day management of the engineering team. The engineering team is comprised of a Utilities Group (Water and Sanitary Systems) and a Transportation & Drainage Group (Roads and Active Transportation, Drainage and Flood Protection Systems). The Senior Manager, Engineering (Transportation & Drainage) liaises closely and works collaboratively with the Utilities Group, the Operations Department, the Environmental Services team, the Planning and Building Department, the Parks and Recreation Department, the Subdivision Group, and other senior leaders. The Senior Manager, Engineering (Transportation & Drainage) supports the Director, Engineering in long-term planning for the department, and works collaboratively with the Senior Manager, Engineering (Utilities) to coordinate project planning and execution. The position is also responsible for implementing the Municipality’s strategic priorities and goals, including preparing and making global decisions related to the Engineering Department capital and operating budgets and asset management.

This position performs professional Engineering work management of the Municipality’s transportation, active transportation, drainage and flood protection infrastructure. This position is responsible for coordinating the implementation of new and replacement road/active transportation infrastructure and assists with the development and maintenance of the capital program and asset management plan. This position also develops, reviews, assesses, monitors and manages traffic management and transportation planning projects, work plans and programs., and master drainage planning. As and when required, this position retains and manages engineering consultants to support the numerous projects that the department is involved in. Provides instruction and leads a team of engineers and technologists. Performs related work as required.

This position may be called upon to prepare for and attend regular Council and/or Committee of the Whole meetings when required, attend routine senior leadership meetings, may represent the Municipality at Regional functions, liaise with neighboring local governments (City of Duncan), First Nations, and other government agencies (BC Ferries, BC Transit, MoTI, School District). Deployment to other duties may be required from time to time at the direction of the Director, Engineering.
As the preferred candidate, the incumbent must be a Professional Engineer (P. Eng.) or equivalent, be a full member in good standing with EGBC, and possess 10+ years of experience in transportation and drainage engineering,, with at least three years of progressive experience in senior engineering positions, preferably in a local government environment.

The successful candidate will also possess experience in the following key areas:

  1. Technical skills:

    1. Transportation Engineering:

      1. planning and design of transportation, active transportation, and related infrastructure;

      2. knowledge of safety assessments and use of countermeasures;

      3. development of transportation terms of reference for development projects of all sizes;

      4. development of signal timing plans for full signals and pedestrian activated flashers;

      5. understanding and implementation transportation demand management strategies;

      6. understanding of MoTI and TAC standards and guidelines;

      7. understanding of transportation modelling (understanding VISUM, Synchro/SimTraffic) considered as asset;

    2. Drainage Engineering:

      1. Knowledge of drainage concepts (major drainage systems, minor drainage systems, knowledge of best management practices in relation to drainage, stormwater detention);

      2. Knowledge of Low Impact Development (LID) concepts;

      3. Knowledge in the planning and design of drainage systems;

      4. knowledge of stormwater modelling considered an asset.

    3. proficiency in using Microsoft Office programs;

  2. Management skills:

    1. strong project management and budget management skills;

    2. the ability to deal effectively with the general public and development community;

    3. demonstrable ability to manage engineering and project team staff in a unionized environment;

    4. demonstrable innovative problem-solving abilities.

  3. Communication and consultation skills:

    1. superior communication skills, including outstanding oral presentation and report-writing skills, in order to establish and maintain effective working relationships with staff, senior management, Council and members of the public;

    2. public communications and engagement including consultation with First Nations.


You will also possess and maintain a valid Class 5 B.C. Driver's Licence; a satisfactory current driver's abstract will be required. Candidates being considered will be required to undergo a comprehensive evaluation of skills, qualifications, and abilities. The successful candidate will be required to undergo a police information check.
