POSITION DETAILS:                       
TITLE: Facility Technician
DEPARTMENT: Community Services
CURRENT RATE OF PAY: $41.07 plus benefits
HOURS OF WORK: 40 hours per week, shift work and overtime as required including evenings/weekends
 
GENERAL STATEMENT OF DUTIES:
The incumbent is responsible for a variety of building maintenance and repairs to the Cariboo Memorial Complex.  The work class is distinguished from that of the FM II & FM III, by the more skilled nature of the work which requires greater technical knowledge.
 
SUPERVISION:
The incumbent shall be responsible to the Director of Community Services under the direction of the Community Services Facility Manager.
 
MAJOR DUTIES AND RESPONSIBILITIES:

  • Inspect, maintain and repair heating, ventilating, air conditioning, refrigeration, plumbing and related systems in the Cariboo Memorial Complex.
  • Ability to operate and maintain the buildings automated building control system. DDC.
  • Perform preventative maintenance tasks of considerable variety as well as repairs, which are scheduled, emergency, or resultant from user complaints.
  • Assist the Facility Maintenance Coordinator in implementing a preventative maintenance schedule for all facility equipment and support systems in accordance with usage patterns.
  • Install, repair and modify heating, ventilation and air conditioning equipment such as filters, belts, fans, thermostats, controls, pumps, boilers, furnaces, compressors, etc.
  • Maintain and perform minor repairs to refrigeration equipment such as chillers, condenser motors and fans.
  • Ensure TSBC regulations for maintenance of Ammonia ice plants are being met, including all required maintenance, testing, reporting, and associated training of all CMRC staff.
  • Review specifications and plans and makes recommendations to the Community Services Facility Manager and the Director of Community Services for new installations.
  • Respond to concerns regarding room temperatures, ventilation, fans, dusty vents, test indoor air quality, modify temperature and fresh air levels and maintain humidity levels.
  • Provide information required to formulate long term maintenance plans, including collecting and organizing maintenance reports and data.
  • Assist the Community Services Facility Manager in the preparation of cost estimates for Operations and Planned Maintenance Budgets for the Cariboo Memorial Complex.
  • Assist the Community Services Facility Manager with development of staff schedules to meet operational requirements.
  • Operate and maintain equipment within the Cariboo Memorial Complex, as directed by the Community Services Facility Manager.
  • Perform maintenance and custodial duties as assigned at the Cariboo Memorial Complex and maintain accurate records of such.
  • Maintain building security.
  • Perform arena ice maintenance as required, including ice making, ice painting, resurfacing, and edging.
  • Perform basic Zamboni maintenance, including pre-trip checks, fuel tank changes, and blade changes.
  • Perform basic maintenance and repairs on fitness center equipment
  • Monitor and ensure that factors such as free chlorine, PH, temperature, water meter and pump pressure readings meet the required daily standards.
  • Maintain pool circulation system, UV and chlorination system.
  • Ensure safety procedures are being followed.
  • Assist in instructing new staff in all aspects of Facility Maintenance duties.
  • Required to participate as a member in the CMRC Maintenance On Call Rotation. May be required to hold the Chief Engineer position for the Ammonia Refrigeration Plant (Special Plant Status, “Risk Assessed”)
  • Monitor, undertake (or delegate), and regularly update status of preventative maintenance tasks in “Asset Planner” software. May be required to perform maintenance or repairs in other City of Williams Lake facilities or locations.
  • Perform other related duties as assigned.

 
QUALIFICATIONS, SKILLS & EXPERIENCE:

  • Minimum Grade 12 education supplemented by technical courses such as Power Engineering or related courses at a vocational institute, plus sound related experience in building maintenance operation or an equivalent combination of training and experience.
  • Must possess a valid trade certificate of qualification issued by the Technical Safety BC as Electrician, Plumber, Gas Fitter, Millwright or Refrigeration Mechanic (Freon or Ammonia). Trade designation and skills must be complementary to other FM4 position.
  • Experience in working with Direct Digital Control systems.
  • Must possess a valid BC Driver's License.
  • Must possess a valid Refrigeration Operator's Certificate issued by Technical Safety BC or obtain with six months of eligibility.
  • BCRPA or RFABC Pool Operator Level II Certificate required or obtain within six months of eligibility.
  • Thorough knowledge of the functions and operations of heating and ventilating equipment and services.
  • Sound knowledge of the functions and operations of plumbing and electrical equipment and services.
  • Experience in pool circulation systems repairs and pool chlorination system repairs.
  • Ability to diagnose mechanical causes of equipment breakdown, identify potential problems and to operate, maintain and make skilled repairs to heating and ventilating equipment and related systems.
  • Ability to plan and implement preventative maintenance schedules.
  • Ability to work with minimal supervision in the performance of varied maintenance and repair tasks.
  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts.
  • Ability to read blueprints and plans and to prepare and maintain reports and records related to the work, manually or using a computer terminal.
  • Strong communication skills, both orally and in writing in English.
  • Initiative and desire to undertake additional training to upgrade own skills and abilities.
  • CPR-C.
  • WHMIS training.
  • Additional skills required (or complete within six months of eligibility)
    • Scissor lift certificate.  
    • Confined space certificate
    • Fall restraint certificate
    • DDC training in both Reliable Controls and Delta Controls
    • Experience in commercial Audio/Video maintenance and operation
  • Knowledge and experience in PC use and specifically Microsoft Office (Word and Excel), and asset management/ preventative maintenance software
