Director of Community Infrastructure

 

POSITION SUMMARY:
Accountable to the Executive Director / Chief Administrative Officer, and as a member of the Director’s Team, the Director of Community Infrastructure will provide overall strategic management, operational leadership, expertise, accountability, and evaluation to all Community Infrastructure-related programs and partnerships for the delivery of superior-quality programming resulting in quality services delivered in a professional manner to clients and community. The Director is responsible for the design and implementation of yearly and long-term capital project plans, maintenance plans, and development plans that sensibly utilize and allocate resources.
 
The Community Infrastructure Department is a multi-faceted service provider offering in-community infrastructure services. Services include Capital Projects, Public Works operations (sanitation, waste, water, wastewater), Building Maintenance (roads, sidewalks, facilities, custodial, seasonal operations, fleet, grounds, and parks), Housing, Emergency Preparedness, Volunteer Fire Department, Occupational Health and Safety, and other teams assigned by the Executive Director / Chief Administrative Officer.
 
In collaboration with department and program managers, the Director will develop and successfully implement efficient and effective programs and services based on the needs of the community and as identified in the strategic plan and ensuring their compliance with laws and legislation.
 
Directors are also responsible for creating an engaging and effective workplace culture and fostering a healthy and safe workplace. This includes managing and coaching employees, fostering a climate of continuous improvement, mitigating risk, and maintaining the integrity of programs, based on funding agreements. Further, as part of the Directors Team the Director is expected to:

  • Ensure direct and cooperative communications with the Executive Director / Chief Administrative Officer, Director’s Team and Public Works Team.
  • Always promote the interests of the Seabird Island, respecting Band Members' rights.
  • Ensure services are provided promptly, professionally, confidentially, respectfully and in a culturally aware manner.
  • Provide services equitably according to policies, procedures, legislation, and laws.
  • Promote a positive work environment and assume responsibility for an effective, efficient, and productive department that meets deliverables and milestones set in strategic plans.
  • Participate fully as an active member of the Director's Team in respect to departmental and inter•departmental matters, collaborating across the Directors Team to support clients and Band Members.
  • In collaboration with the Executive Director / Chief Administrative Officer and Directors Team, participate in the conception to presentation, from approval to implementation, of a department and community strategic plans.

QUALIFICATIONS EDUCATION

  • Master’s degree in engineering, public administration, or a related field; or a bachelor’s degree in engineering, public administration or related field and equivalent administrative management experience.
  • Certification or experience in wastewater, SCADA, Blueprints, WHMIS, HVAC, and water management required.


SKILLS/EXPERIENCE
Experience

  • 10+ years’ management experience in administering public works programs and services. Directly related experience working in and with the Indigenous community preferred with the ability to be culturally sensitive and aware of the current First Nations governance landscape in BC with knowledge of relevant socio-historical events relevant to First Nations in Canada.
  • Experience in the development of culturally relevant programs and services, including monitoring and evaluation, ideally with a collaborative service/program planning focus, ideally with a public works or community planning focus, and including monitoring and evaluation.
  • Thorough knowledge of key federal, provincial, and other funding sources, including the programming and report requirements of the Indigenous Service Canada and other Government Agencies.
  • Experience with human resource management (including describing work, recruitment, learning, development and career planning, coaching, mentoring, leadership, dispute resolution, and performance management).
  • Experience overseeing full cycle financial management to ensure financial accountability and the efficient utilization of all departmental resources.
  • Experience developing performance indicators, milestones, short- and long-term goals.

Knowledge, Skills, and Attributes

  • High professional and ethical standards, highly organized, able to manage multiple tasks, think innovatively and a demonstrated ability to delegate responsibilities and accurately assess long-term issues and consequences.
  • Strategic and tactical planning skills, including strong leadership, supervisory, negotiation, people management, public relations, and organizational and time management skills.
  • Ability to read blueprints, understand the BC Building Code, National Building Codes, and Seabird Island Laws and Land Code.
  • Strong proposal writing skills with demonstrated ability to secure as well as maintain funding for programs and services. Including knowledge of ISC Capital and Asset Management Processes, ISC level of service standards, and CMHC policy and regulatory standards will be considered an asset.
  • Knowledge of program management principles and skills in relation to planning, scheduling, and costing and controlling and creating work plans.
  • Committed to workplace safety and ensuring the safety of all staff and contractors within the Department.
  • Must have an exceptional understanding and adhere to General Accepted Accounting Practices and Funding Contribution Funding Agreements, Finance Policy and Finance Administration Law. Including ability to understand financial statements to develop and maintain budgets of several programs.
  • Excellent understanding of Federal and Provincial policies and legislation and new trends.


REQUIREMENTS

  • Proficient computer skills with the Microsoft Office 365 Suite (Outlook, Word, Excel, PowerPoint, Teams).
  • Ability to work with confidential and sensitive information, with adherence to Seabird Island laws, policies, and procedures (including but not limited to: Human Resources Policy Manual, Finance Administration Law, Finance Policy, IT Policy, etc.).
  • Advanced interpersonal and communication (written and verbal) skills as well as conflict management and resolution skills.
  • Knowledge, respect and understanding of Stó:lō culture, traditions and language or willingness to learn.
  • This position requires travel, a valid BC Driver’s License with a valid, clean Driver’s Abstract must be on file.
  • A satisfactory Criminal Record Check (CRRP).


PRIMARY RESPONSIBILITES
Operations

  • Ensuring that Seabird Island’s Mission and Vision is reflected in the goals and objectives, policies, procedures, and work standards of the department, in accordance with Seabird Island policy, strategic plan, and applicable legislation.
  • Strategically plan, organize, implement, maintain, and evaluate Department services so that they are culturally relevant, safe, and effective. Conduct this in a manner that is respectful of diversity, utilizes a trauma-informed lens and in alignment with the culture and traditions of the community.
  • Overseeing and managing the Department’s operations, construction, projects, and related initiatives, including managing staff and external contractors.
  • Overseeing and implementing emergency management, preparedness planning and/or pandemic planning is in place and well communicated for the community served. Including supervising the Seabird Fire Department and Fire Protection Program. Working with local police, fire, and emergency responders in a proactive and reactive manner for disaster prevention/relief.
  • Overseeing and implementing proactive seasonal operating, including ensuring the monitoring of weather forecasts for inclement weather, snow removal, de-icing scheduling, and providing updates to the Director’s team and facilities.
  • Negating contracts and agreements, including contract provisions, coordination of reviews and evaluating contractor performance.
  • Responsible for ensuring rental housing is safe, maintained, or that plans are made to rectify issues or defects in the homes in a timely manner.
  • Developing, reviewing and/or recommending approval of engineering drawings, blueprints, specifications or design standards for new infrastructure and capital projects, commercial and residential buildings.
  • Preparing and overseeing the implementation of operations, maintenance manuals and schedules on existing infrastructure to ensure that all work performed by the department and building subcontractors meets or exceeds the safety standards specified in the BC Building Codes. Responsible for ensuring that operations and maintenance schedules are planned and adhered to, and that systems are in place for unforeseen events and issues.
  • Analyzing departmental operations, costs, and forecast data to determine progress toward stated goals and objectives.
  • Marketing the Department and services to prospective client, within standards.
  • Directing and managing replacement reserve allocation.
  • Acting as the Department’s “go-to person” for complex and/or unresolved issues in a timely manner.
  • Ensuring deadlines are met and procedures are followed as outlined by funders, strategic plans, and objectives.
  • Implementing directives of the Executive Director / Chief Administrative Officer.
  • Acting as an advocate on behalf of Seabird Island, attending and participating in meetings, when directed.
  • Overseeing the Occupational Health and Safety Program.


Leadership

  • Providing direction for the selection, training, development, and evaluation of professional, office support and operational staff, in collaboration with Human Resources.
  • Leading a culture of quality and service by prioritizing and allocating available resources and reviewing and evaluating program and service delivery.
  • Providing strategic leadership and accountability for the planning, alignment, actions and evaluation of projects and initiatives to advance Indigenous cultural safety and trauma informed practices in client care.
  • Directing designated staff:
    • Creating a healthy and safe work environment.
    • Determining performance expectations in collaboration with appropriate stakeholders and provides performance coaching and evaluation for all direct reports.
    • Fostering a cooperative and collaborative working environment through team activities, personal leadership and incentives and the promotion of lateral kindness.
    • Acting as the 5th step in the Line of Authority, investigating staff disputes and conflicts, resolving issues, providing coaching, and where necessary, collaborating with Human Resources to initiate disciplinary action up to and including termination.
  • Ensuring department employees receive thorough orientation, including department-specific training (privacy and confidentiality, infections prevent and control, incident reporting, Workplace Hazardous Materials Information System, equipment operation, personal protective equipment, emergency response, etc.). Developing and implementing ongoing training plans (including career pathing) to keep staff updated on changing standards and promote skill development
  • Coordinating intervention, directly or indirectly, in emergency, trauma and crisis situations.


Fiscal Accountabilities

  • Preparing and administering the department’s budget, ensuring appropriate systems and procedures are followed in order to provide financial oversight and budgetary control, in alignment with the Finance Administration Law and Finance Policy. Working in collaboration with the Financial Analyst.
  • Collaborating with the Financial Analyst for budget planning and monitoring, adjusting operations to meet projections, approving expenditures, and identifying and costing new initiatives, and strategies and opportunities for saving.
  • Preparing, negotiating, and administering contracts for projects related to the Departments initiatives, in alignment with policies and procedures.
  • Identifying and pursuing opportunities for supporting new activities and improvement initiatives.


Research and Policy

  • Ensuring changes to laws, regulations, funding requirements, standards of practice and technology that may affect Department’s operations are overseen and evaluated and ensuring that policy, procedural or practices are updated and implemented.
  • Developing, reviewing, and implementing policies and procedures to meet legislated requirements, Seabird Island needs and the company’s goals and objectives.
  • Researching service gaps to identify areas for development and negotiating with local, provincial, and federal partners to implement and evaluate new services designed to those meet gaps.
  • Providing hands-on involvement at all levels of service delivery; deliberately connecting with clients served and staff to be aware of service barriers, challenges, and successes.
  • Overseeing preparation of periodic and special reports, procedures, policies, and other materials.
  • Preparing and delivering presentations to a variety of audiences.


Director’s Team

  • Positions within the Director’s Team are considered positions of trust and has a high level of ethical accountability and responsibility.
  • As part of the required responsibilities, you will support and contribute to the development and implementation of strategic objectives as well as operational plans at the Director’s Team table, representing Seabird Island values that contribute to the creation of a positive organizational culture, and developing a framework for delivering outcome- oriented programs.
  • Providing expert advice and consultation to the Director’s Team with respect to identifying ongoing and emerging needs and systemic service barriers that affect clientele of Seabird Island and develops strategies to address these issues in collaboration with other Directors and departments.
  • Serving on the Director’s Team, and attending meetings, ensuring the Department’s needs and concerns are represented.


Relationships

  • Collaborating with the Director of Health and Social Development on issues related to arrears, tenant concerns, disability related supports in homes, etc. to enhance the well-being of clients and homes in the community.
  • Establishing and executing community engagement and development strategies through the establishment and nurturing of stakeholder and community group relationships, as well as the identification and development of key external networks that will facilitate partnership opportunities.
  • Establishing and maintaining positive, collaborative, and productive working relationships with other Departments and visions, leadership, Band Members, clients, external contractors, and funders.
  • Collaborating with key provincial and federal organizations to develop and lead efforts to improve Departmental activities. Developing and maintaining key partnerships with relevant agencies, facilities, and Indigenous communities and groups
  • Consulting and collaborating with agencies, organizations, and community groups to address Indigenous housing quality and establishing strategies for strengthening community capacity, especially those pertaining to housing and public works.
  • As requested, representing Seabird Island at various forums such as meetings, workshops, and conferences in order to share information, provide education, give presentations, and facilitate inclusion of Indigenous peoples and advance the interests of Seabird Island.
  • Oversee the Joint Health and Safety Committee, and its functions.


Reporting, Compliance, and Administration

  • Responsible for ensuring compliance to all relevant licensing and legislative requirements, including privacy laws with regard to documents, files, and client information and that responsible authorized access and control over client and employee files/information and sensitive departmental or confidential or business documents and materials.
  • Ensuring relevant provincial, federal, contracts, safety standards, agreements, permits, legislation and Seabird Island policy and Laws, processes and procedures are met. Including overseeing inspections, controls, and issue resolution.
  • Ensuring that all Department assets and infrastructure are maintained and safeguarded by means of the necessary control systems. Including developing and implementing inventory records and tracking systems.
  • Ensuring that all activities and reporting are conducted in accordance with established Seabird Island policies and procedures, grants, and funding agreements, including ensuring accountability and transparency in the development, design, monitoring and evaluation of projects and programs.
  • Ensures company, Council, and other reporting requirements are maintained such as identifying and tracking metrics as they relate to the deliverables, milestones, and strategic plans.
  • Implements effective processes to assess project risks, identify risk mitigation strategies, and monitor risk throughout the project lifecycle. Compiles, analyzes, summarizes, and communicates data to support program initiatives.
  • Evaluating whether strategic program objectives/milestones are met.
  • Ensure reporting to Executive Director / Chief Administrative Officer, Chief and Council and the community is adequate and concise.
  • Ensure Executive Director / Chief Administrative Officer and Chief and Council have a base knowledge of Community Infrastructure issues; demonstrate and illuminate the value of Department programs and services.
  • In consultation with the Executive Director / Chief Administrative Officer, initiate investigations into community member (or staff) service complaints and Whistleblower reports and Incident Reports pertaining to Community Infrastructure employees and/or practices.
    • Ensure that appropriate corrective actions are taken, if warranted, in alignment with Human Resources policies and in collaboration with Human Resources.

Committee and Special Roles

  • This position may provide reports, agenda items, or be present as an expert in their field of work for the following Committees (which may include the Executive Committees of each):

    • Housing Committee
    • Operations & Maintenance Committee

  • The Director acts as the Department employees’ “go-to person” for complex and/or unresolved issues. They serve 5th in the Line of Authority for employee disputes. If the Director is unable to resolve the issue, they may forward the issue to the Executive Director / Chief Administrative Officer for recommendation on resolution.
  • Communicating with the community to build laterally kind relationships with all. The Director serves as the Community’s 2nd in the Line of Authority for Departmental community or client complaints. If the Director is unable to resolve the issue, they may forward the issue to the Executive Director / Chief Administrative Officer for recommendation on resolution.
  • Communicating through the Executive Director / Chief Administrative Officer, and when requested, the Director directly provides other requested materials related to Department operations for decision-making and recommendations for Council. The Director also attends related Committee meetings on behalf of Seabird Island, at the request of the Executive Director / Chief Administrative Officer.
  • This position may act as an advisor to the Seabird Island Emergency Operations Centre.
