Summary
This position performs functions related to research, policy, analysis, planning, bylaw and contract writing and revision, report writing and project management related to CRD policies and legislation on a broad range of corporate matters.

Key Duties & Responsibilities

  • Under direction of the Manager, assists to provide corporate oversite and support with complex policy, program and legislative development projects by conducting research and analysis of corporate policies and legislation, and evaluates programs, policies and legislation to ensure currency and relevance.
  • Supports in identifying emerging issues with policy, legislative and program implications for the organization.
  • Researches and drafts policy options and recommends alternatives.
  • Develops implementation plans for program and policy changes.
  • Drafts proposed changes to policy and legislation in consultation with the Manager and senior staff, as well as board reports and briefing papers after consultation with subject matter experts.
  • Prepares and presents briefing material and other reports.
  • Identifies, collects and analyzes qualitative and quantitative data using various methodologies.
  • Provides information and advice to manager and staff regarding policy and legislative matters, the preparation of operational and work plans, and the establishment of performance measures.
  • Researches policies and innovations in other jurisdictions.
  • May provide similar support in the areas of contract support and/or procurement compliance support, such as drafting instruction materials, supporting training and compliance activities, advising staff in business processes and supporting project work, as required.  
  • May provide support to Committees and Commissions, as required.
  • Participates and represents department in various working groups and forums.
  • Organizes meetings and deliver presentations to internal/external groups.
  • Liaises with the public/community stakeholders.
  • Represents the department in internal corporate and departmental planning and reporting functions, and may be requested to substitute in a more senior position from time to time.
  • Perform other related duties.


Key Skills & Abilities

  • Expert understanding and application of the principles and methods of policy analysis and development, data analysis, research, strategic and operational planning and performance measurement.
  • Excellent communication (verbal and written), interpersonal and customer service skills.
  • Excellent organizational skills, including the ability to work under pressure, prioritize work and to set and meet deadlines.
  • Strong MS Word, Excel, PowerPoint and Outlook and SharePoint skills.
  • Strong ability to synthesize and analyze information and compose reports and documents.
  • Strong ability to write for a wide variety of audiences, from briefing notes and reports for elected officials and managers to training materials for staff.
  • Strong ability to manage multiple projects from initiation to completion.
  • Strong ability to collaborate effectively with diverse internal and external stakeholders and across multiple disciplines.
  • Strong ability to deal with confidential and sensitive information with sound judgement, discretion and diplomacy.
  • Thorough understanding of project management methodologies and processes with the ability to complete projects on time, within scope and within budget.
  • Expert ability in interpreting policies, legislation and regulations.
  • Strong ability to coordinate/facilitate workshops and deliver presentations.
  • Strong ability to operate various types of office equipment.
  • Thorough knowledge of relevant legislation including the Local Government Act and Community Charter.


Qualifications

  • Degree in a related discipline
  • A minimum of 3 years' directly related experience
  • An equivalent combination of education and experience


Certifications

  • Valid BC Driver's Licence
