Director of Protective Services


The Regional District of Bulkley-Nechako is seeking applicants to fill the role of Director of Protective Services. The Director of Protective Services is responsible for overseeing all aspects of the RDBN Emergency Management Program, Rural Fire Protection and Rescue Services, and 911 functions of the Regional District. The Director is responsible for ensuring the provision of efficient and effective services in compliance with applicable policy and legislative requirements.

The Director of Protective Services is a member of the Senior Management Team, contributing to the overall success of the organization. The starting wage for the Director of Protective Services position is $58.74 per hour and includes a comprehensive, competitive benefits package.

Duties and Responsibilities:

  1. Plan, organize, coordinate, and direct the operations of the Protective Services Department in accordance with RDBN bylaws and policies, and provincial laws and regulations including WorkSafe BC, the Fire Safety Act, and the Emergency and Disaster Management Act.
    • Prepare and monitor the annual work plans and budgets for Protective Services Department functions, and review expenditures on a regular basis.
    • Act as an advisor to the Chief Administrative Officer and the Regional District Board on policy, bylaws, objectives, requirements, and program development including the drafting of reports and formal recommendations regarding the Protective Services Department.
    • Represent the Regional District with the public and various government agencies regarding Protective Services Department matters.
    • Liaise with municipalities, other Emergency Preparedness officials, Fire Departments, and First Nations to identify and explore opportunities for cooperation and coordination of Emergency Preparedness and Response, and Fire Protection efforts.
    • Proactively identify and pursue grant opportunities that will support and advance the objectives of the Protective Services Department.
  2. Oversight, coordination, and implementation of all four pillars of the Regional District's Emergency Management Program.
    • Ensure the RDBN is prepared to respond and provide a leadership role in ensuring the function of an Emergency Operations Centre during an emergency event.
    • Ensure continuous review updating of the RDBN Hazard, Risk, and Vulnerability Analysis and all policy and plans related to the program.
  3. Oversight and coordination of the Regional District's 911 Services, including contract management, and equipment maintenance and operation.
    • Maintain a current understanding of developments, trends, issues, and legislative changes regarding Emergency Preparedness and Response, Rural Fire Protection, and 911 functions.
  4. Oversight of the Rural Fire Protection
    • Supervision of the Regional District's provision of Fire Protection and Rescue services through agreement with municipal fire departments.
    • Ensuring that as the Authority Having Jurisdiction all requirements are being met including training, support, and coordination to rural volunteer fire and rescue services as necessary to ensure the safe and effective provision of service.


Qualifications 

  • An undergraduate degree or diploma from a recognized post‐secondary institution in a related field.
  • Formal training in emergency preparedness, emergency management, and fire services roles is preferred.
  • An equivalent combination of education and experience may be considered.
  • A minimum of 5 years of experience directly related to the position.
  • Knowledge in the roles of an emergency management professional and/or fire service officer, local government experience is preferred.
  • Knowledge of the BC Emergency Management System, the Incident Command System, and understanding the roles and responsibilities of local authorities as outlined in the Emergency Disaster Management Act.
  • Knowledge and experience with the Fire Services Act, familiar with the Fire Safety Act, and the operation of Rural Fire Departments.
  • Familiarity with local government legislation and applicable legal principles as well as Statutes and Regulations related to the role.
  • Excellent verbal and written communications skills.
  • A valid Class 5 BC Driver’s License.
