About You / What We Are Looking For
As the result of a retirement of a long-time team member, we are seeking the Senior Manager Design and Construction to join our Engineering and Public Works Department. This position is one of six leaders reporting to the General Manager Engineering and Public Works.

The Senior Manager Design and Construction oversees an annual capital budget of $50 million on behalf of the department. You will lead our team of professionals who plan and deliver the various project stages, including the design process, consultant selection, procurement, contract management, inspections, survey, and all other aspects of project and contract administration. The mission of the team is to deliver essential engineering infrastructure, with a focus on quality, schedule, and value, while optimizing overall benefits to the community. The Division is comprised of 30 staff in four key work teams: project administration, contract administrators, inspectors and surveyors. Key responsibilities of the Senior Manager are:

  • Managing a large high performing and committed team and maintaining the positive culture
  • Ensuring alignment with other Divisions, Departments and City objectives
  • Developing the annual work program in collaboration with the Engineering Asset Managers
  • Monitoring/managing overall capital and operating budgets and schedules and taking action when necessary to ensure on-time on-budget delivery
  • Responsibility to ensure appropriate standards, regulations and best practices are applied
  • Undertaking negotiations on key major projects and managing relationships with all external partners and groups
  • Providing guidance and direction or direct involvement when needed to resolve significant issues, very complex situations or key relationships
  • Providing important updates to senior leadership and Council
  • Preparing and presenting Reports to Council


Minimum Qualifications

  • University Degree in Civil Engineering
  • 7 years of related experience including a minimum of five years of experience managing teams.
  • Registered with the Engineering and Geoscientists of BC as a P. Eng or Eng. L. related to Design and Construction
  • Strong knowledge of applicable standards, regulations and best practices for design and construction
  • Ability to manage complex projects of high financial value through various stages of project management including analyzing expenditures
  • Experience effectively communicating with and working with consultants on project design and delivery.
  • Ability to effectively oversee a large staff in managing many projects and large budgets
  • Ability to build relationships with other agencies, such as Federal/Provincial Government, Metro Vancouver and utility companies
  • Strong negotiation skills in reference to high value projects ensuring the interests of the City are protected and advanced
  • Excellent written and oral communication skills with the ability to negotiate, influence, and liaise effectively with colleagues, members of the public and external agencies.


Preferred Qualifications

  • 10+years of related experience
  • 5+ years of public sector experience in this area of work
  • Ability and desire to promote and maintain a work environment which fosters and rewards teamwork, initiative, accountability, diversity and innovation
  • Advanced research, analytical and problem solving skills, with an ability to identify and interpret emerging issues.
  • An interest and passion for staying up to date with the latest standards, regulations and evolving practices or technologies
  • Experience with “Qualifications Based Selection” to hire consultants.
  • Interest and experience with negotiating win/win solutions for a wide variety of scenarios.
  • An interest and passion for public service
  • Passion for teamwork and collaboration.


What We Offer:
This excluded position has an annual salary range of $162,645 - $182,953. The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.
