Job Description Manager, EnvironmentThe City of Port Moody has an excellent new opportunity for a Manager of Environment, to join our team!

The Manager of Environment provides leadership, direction, and corporate and strategic advice for a broad range of City environmental issues, initiatives, policies, bylaws, environmental standards, and technical practices.  The Manager leads the Environment team; develops, recommends, and implements policies and procedures; provides environmental guidance to the development process; builds key relationships with a broad range of internal and external stakeholders; advises senior leadership and Council on these complex issues; ensures environmental activities are in alignment with the City’s strategic priorities and regulatory requirements ensures compliance in a range of negotiations; and ensures the portfolio is pursued in a fiscally responsible manner.

The Manager, Environment will develop corporate and community-wide environmental strategies, plans, programs, and policies aligned with the City's environmental goals outlined in the OCP, Strategic Plan, Climate Action Plan, Environmentally Sensitive Areas Strategy, and related commitments while leading a team of three.  This position will cultivate and manage strategic relationships with internal (cross-departmental) and external stakeholders to advance the City’s environmental goals, including securing project funding and connecting with peer networks for impactful practices. 

This position will offer expertise and strategic advice to senior leadership and Council on a spectrum of environmental matters, considering their impacts on City core operational and planning functions, and will evaluate development proposals and provide strategic lead advice in the development review process.  The Manager, Environment will manage a wide range of environmental projects, including capital and operating budgets, will act as a staff liaison for civic committees, and will represent the City in negotiations and coordinate environmental regulations, including approvals with other government levels.  This position may also manage contaminated site issues in City processes and lead emergency responses related to environmental services.

Basic Qualifications:
  • Bachelor of Science (Biology/Ecology Major) or Bachelor of Applied Science (specialization in Environmental Engineering) or similar
  • Membership or eligible for membership as a Professional Biologist with the Association of Professional Biologists (R.P. Bio)
  • Five to eight years of progressive and related experience, preferably within a government setting.
  • At least three years of supervisory experience, including managing unionized employees.
  • Proficiency in developing and overseeing environmental sustainability initiatives.
  • Expertise in environmental management, including development and project reviews, policy development, ecological restoration (i.e. daylighting creeks), marine environment, watershed management, water quality sampling protocols, human-wildlife conflict, biodiversity and species at risk, and invasive species.
  • Experience preparing and managing capital and operating budgets and contract administration; ability to establish and integrate business priorities.
  • Ability to navigate complex regulatory reviews.
  • Strong interpersonal and customer service skills and experience.
  • Strong verbal and written communication skills and experience writing proposals, preparing reports, and presenting results and recommendations to various audiences, including Council, committees, staff, stakeholders, and the public.
  • Experience creating and implementing short-and-long-term work plans.
  • Relationship building experience with First Nations is considered an asset.
  • Emergency training in EOC spill response is an asset.
  • Valid Class 5 BC Driver’s Licence
