Main Purpose and Function
The Clerk III is responsible for the efficient and effective completion of complex administrative support for the Supervisor Community Development and the Recreation Coordinator Access and Inclusion. This position will require the individual to demonstrate strong leadership skills, effective communication and analytical skills, and the ability to work both with a team and independently.

Specific Duties / Responsibilities
The Clerk III:

  • Creates and manages data reports for the Access and Inclusion team.
  • Works with the Leisure Access team in managing incomplete applications including responding to customer questions and feedback, and once applications are complete directing back to Leisure Access team.
  • Recommends processes to reduce the number of incomplete applications submitted.
  • Reviews and corrects Leisure Access transactions, identifies trends, recommends training, reports issues to Recreation Coordinator Access and Inclusion.
  • Prepares, distributes, photocopies, etc., reports, presentations, correspondence, spreadsheets, etc., as required.
  • Keeps active project files; organizes and maintains files and records in paper and electronic formats; handles confidential materials.
  • Researches, investigates, obtains, disseminates, and summarizes information for the Access and Inclusion team.


Qualifications
Education and Experience

  • Completion of Grade 12 preferably including or supplemented by courses in office administration, conflict resolution, de-escalation and leadership, or equivalent combination of education, training and experience.
  • Experience working with vulnerable populations.
  • Experience working with recipients and providers of income assistance and social service programs.
  • Considerable experience providing advice, information and assistance to a wide range of customers via phone, email and in-person.
  • Considerable experience in community outreach promoting programs.
  • Experience leading and motivating an effective team, including providing feedback, dealing with conflict and managing performance.


Knowledge Skills and Abilities

  • Considerable knowledge of Microsoft Word, Excel, Adobe Acrobat Pro and Outlook.
  • Considerable knowledge of ActiveNet or equivalent registration software.
  • Working knowledge of VanDocs or similar records management system.
  • Knowledge of the Vancouver Park Board’s Leisure Access Program.
  • Working knowledge of the rules and regulations which govern activities in the department concerned
  • Working knowledge performance planning and reviews, Risk Management, Employee orientations, and OFA requirements
  • Working knowledge of modern office methods and procedures.
  • Working knowledge of correct punctuation, grammatical usage and a good vocabulary for preparation of business letters and related correspondence
  • Working knowledge of the principles and practices of office record keeping.
  • Ability to meet and deal tactfully and effectively with the public and to maintain harmonious working relationships with administrative officials and other employees.
  • Ability to maintain complex records and to prepare statistical and narrative reports from such records.
  • Ability to assign and supervise the work of employees in the office.
  • Ability to make fairly complex arithmetical calculations with reasonable speed and a accuracy.
  • Superior clerical aptitude.


Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
