City of Rossland
The City of Rossland, in collaboration with the Regional District of Kootenay Boundary, completed a Housing Needs Assessment in 2020. The existing study requires updating to meet new Provincial requirements, as well as to incorporate current information including the 2021 Census data. In addition, the City requires a strategy and action plan to provide direction on how to address the housing needs of the community and to ensure safe, affordable and appropriate housing is made available to all residents of the City of Rossland.
The City of Rossland (“The City”) is seeking development proposals (“Proposals”) from qualified firms (“Proponent”) for the development of a City of Rossland Housing Needs Report Update and Action Plan.
The successful candidate will update the Housing Needs Report that meets the new requirements of the Local Government Act and any other relevant legislation. It should provide a detailed analysis of current housing conditions, including occupancy rates, housing types, and affordability levels. Additionally, it will outline demographic trends, population growth projections, and the impact of any socioeconomic factors on housing demand. It should highlight any existing gaps or disparities in housing provision across the full housing spectrum. Finally, the report should include an Action Plan that offers detailed and viable recommendations and strategies to meet the identified housing needs, taking into account policy considerations, affordability concerns, and sustainable development goals. In summary, this Housing Needs Report Update and Action Plan will serve as a critical tool to guide Staff, Council, and stakeholders in creating housing solutions that are responsive to the evolving needs of the City of Rossland to ensure there are sufficient housing options in Rossland to meet the full spectrum of needs found in the community.
