Salary: $7,011 – 7,319 – 7,629 – 7,946 – 8,285/month

Schedule: 70 hours bi-weekly; Monday to Friday from 8:00 AM – 4:45 PM (Nine-Day Fortnight)

This is project facilitation work in supporting the timely advancement and processing of development applications. An incumbent establishes and oversees a schedule for application processing; facilitates resolution of project issues including scheduling, chairing, and documenting meetings and tracking outstanding submissions; and liaises with internal and external parties to ensure that development related work is completed to achieve service level targets while meeting City bylaws, policies and requirements. Identifies potential project issues before they arise; facilitates resolution of project issues amongst the internal review team and the project applicant and their representatives; provides recommendations to management on program, project or policy issues with stakeholder impacts or reputational risk to the City. Assists in the preparation and presentation of reports to Council and committees of Council. Implements, reviews, and analyzes departmental standards, operating procedures, processes and specifications; participates in process improvement projects to achieve customer service, quality, efficiency, and cost savings objectives; and leads smaller-scale projects. An incumbent tracks operational performance goals and metrics to drive continuous improvement exercises and initiatives to support strategic, operational, and financial decisions. Performs related duties as required.

Qualifications include a Bachelor’s degree in Planning, Real Estate, Business Administration, Public Administration, or a related discipline, plus Project Management, Lean/Six Sigma, Agile and/or PROSCI certification preferred including sound related experience in land use, land development and/or municipal approvals as a project facilitator; or an equivalent combination of education, training and experience. Considerable knowledge of the processes, roles and responsibilities in the review and approval of projects; of municipal processes, procedures, bylaws and policies related to land use and land development. Sound knowledge of project management methodologies and change management principles, methods and processes. Ability to oversee the advancement of a high volume of files; to facilitate project meetings, provide direction and establish responsibilities, commitments to schedule and target completion dates; to determine priorities and deadlines. Ability to analyze critically, think strategically, and problem solve; to conduct research and analysis, including identifying root causes of problems; to influence, motivate and engage others; to deal effectively and courteously and to maintain effective working relationships with internal and external project stakeholders; to exercise tact and discretion in dealing with sensitive matters; to communicate effectively both orally and in writing. Skill in the operation of software applications and ERP systems such as Energov and Microsoft Suite. A valid Driver’s Licence for the Province of British Columbia is required.
