Reporting to the Senior Manager, the Assistant Manager, Real Estate Transactions is responsible for directing acquisitions and dispositions of City landholdings, including expropriation. The Manager performs professional, administrative, and supervisory work managing a wide variety of real estate activities which support the development of the City’s portfolio of landholdings including residential, commercial, non-profit, and civic use lands; provides expert advice to Directors, City Staff, Council and Committees; develops, recommends, and implements policies and procedures; establishes and maintains effective working relationships with internal and external contacts. Furthermore, you will provide direction and guidance to staff members including recruitment, performance management, training and coaching; conduct investigations and administers discipline; participates in grievance hearings, arbitrations and labour management meetings; calculate and negotiate bonus density amounts and various contracts and legal agreements necessary with respect to the development, expropriation, purchase, sale, lease and other activities; coordinate external valuations when required; prepare and present confidential reports, documents and plans to Council and senior management; and provide expert advice and information with respect to real estate matters. Performs related work as required.

Bachelor’s Degree, and completion of a recognized real estate appraisal program, plus seven (7) years of related experience in real property appraisal and negotiation work; OR an equivalent combination of training, education, and experience. The role requires considerable knowledge of the regulations, laws, acts, statutes, policies, and objectives governing the work, market values and trends, development and subdivision requirements, and appraisal methodology. This role requires the ability to: assign, supervise and review the work of professional subordinates; coach, mentor, and motivate staff; prepare and perform complex appraisals and negotiate real estate transactions; draft, develop, and implement policies and procedures; establish and maintain effective working relationships with internal stakeholders and external contacts; prepare reports and present findings to senior management and Council; establish priorities, set goals, and accomplish objectives; communicate effectively orally and in writing. The role also requires skill in the use of various software applications. Driver’s Licence for the Province of British Columbia and Certificate as an Accredited Appraiser Canadian Institute or R.I. (B.C.) Appraisal Option is required.
