Main Purpose & Function
The Project Engineer represents the Engineering department applications land devellopment projects that fall under the Policy, Planning, and Rezoning section of the Development and Major Projects branch.

The position reports to the Section Head of Policy, Planning and Rezoning. The position works in a small team of staff made up of civil engineers, and support staff. The Project Engineer works with a number of branches in the department as well as interdepartmental staff, representing the department’s interests in development projects in the policy, rezoning and construction phases.

Specific Duties & Responsibilities

  • Responsible for facilitating development in the rezoning application process and construction phases
  • Negotiates directly with internal staff, developers, consultants and outside agencies to establish the City’s needs for developer related infrastructure improvements, focusing on the enquiry to rezoning enactment stages
  • Implements and provides input on development conditions for enquiry and rezoning applications through coordinating the department’s review with feedback from various internal groups and preparing memos and reports for approval, including conflict resolution.
  • Provides technical advice and resolves technical issues and conflicts with other departments, developers, architects, engineers, and contractors including organizing and attending meetings
  • Responsible for instructing Legal Services and reviewing draft agreements to facilitate development, primarily for the purposes of securing development conditions for public works and rights-of-way
  • Administers collection of letters of credit / security and cash payments for rezoning permits
  • Support developing relevant department by-laws, policies and guidelines
  • Fosters the relationship between the City and the development/construction industry, with a focus on minimizing impacts to residents, business owners and the public
  • Chairs meetings between internal staff, developers, and consultants
  • Makes presentations to Council, Committees of the Whole, and advisory committees to Council
  • Manages the design, construction, and acceptance process for large-scale developer funded road works including financial account management
  • Responds to public enquiries regarding development projects
  • Other duties/responsibilities as assigned


Qualifications
Education and Experience:

  • Bachelor’s degree in Civil Engineering with a Professional Engineer designation and a minimum of 4 years related experience involving a broad range of engineering, operational and administrative responsibilities, or equivalent combination of education and experience. 
  • Registration or eligibility for registration as a Professional Engineer in British Columbia. An experienced Engineer-In-Training will also be considered.
  • Municipal Engineering experience would be an asset


Knowledge, Skills and Abilities:

  • Extensive knowledge in the City’s land development process and relevant City by-laws
  • Experience in engineering and project management including planning, detailed design, construction, and contract management of engineering projects.
  • Demonstrates a clear understanding of the department’s role in the land development process
  • Ability to effectively negotiate complex issues with developers in the best interest of the department, City, and taxpayers
  • Ability to build relationships and influence others while respecting the sensitive and political challenges that impact decisions
  • Ability to manage multiple projects and processes with competing schedules and resources
  • Strong written and oral communication skills


Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
