MATI® - Community Planning for Local Government Professionals

Are you making planning decisions, but have no formal planning education or little planning experience?
MATI ® Community Planning is a program designed by a team of planners and educators especially for you. It will equip you with practical knowledge, tools and techniques that you will be able to use immediately when you go back to work.

Preserving Evidence During the Great Resignation

Resignations and retirements have been commonplace in many workplaces over the last few years. This has been no different for BC local governments. In this webinar, the MIABC's Assistant General Counsel will explore the impact that staff changes have on claims litigation. Specifically, she will review what members can do to help protect their local government from liability and will summarize the steps that make or break the defence of a claim where key witnesses are no longer available.

Underground and Overhead Utility Safety Awareness

This one-day workshop is designed to heighten the awareness of Underground and Overhead Utility Safety with a strong focus on safe work practices and industry standards while working in proximity to all types of utilities found in an urban setting. XZEB 1140 – Introduction to Residential Mechanical Systems for Zero Energy/Emissions and Passive House Buildings
When: December 5 - 15, 2022
This course focuses on an integrated approach to residential HVAC mechanical equipment to meet the requirements of the national and provincial zero energy (BC Energy Step Code) and Passive House standards. The course will help learners understand the best practices from the design to verification of HVAC systems in residential projects. Through case-studies and industry experts, learners will recognize the unintended consequences of poorly selected, designed, installed, and verified systems and practices for planning, coordinating, and verifying mechanical HVAC systems to ensure project performance and owner satisfaction. Key topics include Energy Step Code and Passive House requirements; HVAC mechanical system options, costs, and performance; and best practices from design, tender, installation, and verification.

CIVI 200: Evidence-Based Decision Making
Fundamental approaches to evidence-based decision making examined for use within public/private sector organizations. Students reflect on evidence-based methodologies, including critical thinking skills, various experimental designs, data collection, use of statistics, and Indigenous ways of knowing/being to provide evidentiary basis for decisions. Students develop skills to gather, organize, cite, review, and evaluate the decision-making process.
CIVI 202: Civic Governance in British Columbia and the Fraser Valley
Provides a conceptual framework and shared language among municipal governments in British Columbia and the Fraser Valley. Examination of the historical and cultural roots of, and legal foundations for, local governments within a broader national political framework. One year since we presented to CAMA about Digital-First Parking Programs, they continue to prove the highest return on investment. Whether creating a new revenue stream, expanding an existing program, or simply reducing hardware upgrades, digital parking solutions are solving these problems with very little expenditure. Since last year, HotSpot's approach to digital-first parking has seen success in multiple Municipalities across Canada. For example, saving the City of Saint John approximately $24,000 in expensive EMV hardware upgrades; and Pickering Ontario saved approximately $700,000 in parking infrastructure, while processing over thousands of transactions this summer.

Electrical Utility Hazard Awareness for Non-Electrical Workers
When: February 7, 2023 from 10:00am to 12:00pm PST
This 2-hour awareness course is meant for everyone working around high-voltage power lines, either overhead or underground.
Even with work is not directly related to utilities, it may also present utility hazards. Not being aware of the hazards and the potential risks present will pose serious threats to workers.
This includes workers in construction, paving, and maintenance, as well as arborists, and sign and banner installers.
Topics include:
- The basics of how electricity behaves
- An introduction to BC Hydro’s power system
- How to spot overhead and underground hazards
- How to plan your work and carry out your plan in a safe manner
- What to do if your equipment contacts a power line, if you encounter a downed power line, or if you need to escape from an energized area
- How to meet WorkSafeBC requirements for working near high-voltage lines

Specific Claims 2023
When: February 8 - 9, 2023
Specific claims arise from Crown failures in respect of the administration of First Nations land and other First Nation assets, and from unfulfilled treaty promises. Resolving these historical grievances is critical to building trust and to improving Crown-First Nations relationships, and to achieving the national project of reconciliation. In addition, the settlement of specific claims brings long-term social and economic benefits to Indigenous communities
This forum assembles an expert faculty to provide delegates with an update on the progress made in the area of specific claims, including an update on policy and process, negotiations, and the operation of the Specific Claims Tribunal. Decisions and precedent from the Tribunal will be discussed, as well as long awaited insight from the Supreme Court of Canada. In addition, faculty will provide delegates with in-depth information and practical advice with respect to researching, preparing and valuing specific claims, and will facilitate discussion on what further steps need to be taken to improve the process and accelerate the resolution of specific claims.

Watershed Moments 2023: Blue Ecology Virtual Seminar on “A Pathway to Water Reconciliation and Resilience for Mayors, Councillors, and Regional Directors in British Columbia”
We have landed at the crux of two of the most important issues facing Canadians – relationships with First Nations and relationships with water - in an era when we must also adapt to a changing climate. Communities have a once in a generation opportunity to get our relationships with both right, and then start back down the river of time – this time together.
Watershed Moments 2023 is designed to inform local government elected representatives about BLUE ECOLOGY, a pathway to “water reconciliation”. Blue Ecology is a water-first approach to interweaving Indigenous and Western perspectives. Oral history, land and water stewardship, inter-generational baton. These are foundational pieces for water reconciliation.
On February 23rd, the team of Michael Blackstock, Brian Carruthers and Richard Boase will seed the idea that hope lies within the sphere of local government. That is the scale where actions do matter. In an online broadcast via YouTube, Richard will moderate a free-flowing conversation between Michael and Brian. The goal is that this dynamic trio will light a spark with their enthusiasm and leave the audience with hope.
Michael Blackstock is an independent Indigenous scholar, past member of a UNESCO Expert Panel, and creator of the Blue Ecology methodology. His work is the inspiration for the Blue Ecology Institute.
Brian Carruthers is a respected, long time chief administrative officer in local government. He was an architect of the Cowichan Region’s Drinking Water and Watershed Protection Program.
Richard Boase is facilitator extraordinaire for the Watershed Moments Series. In addition to his local government career, he is a founding Director of the Partnership for Water Sustainability.

Economic Reconciliation Agreements/Impact Benefit Agreements

First Nations are now entering into Reconciliation Agreements - commercial agreements that engage communities in economic activities that are much broader than the original models of Impact Benefit Agreements. These activities are essential for Crown, industry and First Nations seeking to maximize the certainty and economic benefits of development, and advance reconciliation of Crown, proponent and Indigenous interests. An in-depth understanding of these agreements is vital for anyone interested in resource development and working with First Nations.
This program assembles expert faculty to discuss key negotiation issues and the current standards leading to reconciliation and prosperity. Our speakers will share their knowledge and experience in negotiating, drafting, and implementing agreements, as well as how to best maximize the benefits that flow from these agreements and relationships.
We will explore the impact and implementation of the UN Declaration on the Rights of Indigenous Peoples (UNDRIP) and how these agreements can benefit Indigenous communities.
Practical advice on overcoming common issues will be shared and discussed. Attendees will gain useful insights into the ways Indigenous laws can influence the process. Delegates will leave better prepared to protect and advance their interests in a mutually beneficial way.

2023 AVICC Annual Convention and AGM
When: April 14 - 16, 2023
The Association of Vancouver Island and Coastal Communities is a body formed for the purpose of representing in one organization the various municipalities, regional districts and other local governments of Vancouver Island, Sunshine Coast, qathet/Powell River, the North Coast and the Central Coast.
In early April each year, AVICC hosts a two and a half day Annual General Meeting and Convention. The event attracts over 250 member delegates as well as sponsors, exhibitors, partners and other non-member delegates. Members are invited to host the event and if selected, are involved in the planning.
The main Convention starts at 2 pm on a Friday and finishes at noon on Sunday. A pre-convention program is held on Friday morning, and often involves study tours or forums. A Welcome Reception is scheduled for the Friday evening and an Annual Banquet on Saturday evening.

Wildfire Resiliency and Training Summit
When: May 10 - 14, 2023
On May 10-14, 2023, join us for the Wildfire Resiliency and Training Summit; an important five-day gathering formally known independently as the FireSmart BC Conference and the WUI Symposium. Our week-long focus on community wildfire resiliency and wildland urban interface training will kick off with a three-day in person conference at the Sheraton Vancouver Wall Centre, where we will listen to captivating speakers who are leaders in wildfire resiliency. We will also share best practices as well as our collective experience and insights through informative workshops, and expert panels. This will be followed by two days of training exercises in North Vancouver for BC’s firefighting professionals.
Our theme for this year’s event is Partners in Progress, which recognizes that collaboration and partnerships are critical for keeping BC communities safe and building fire resiliency. We look forward to celebrating our existing partnerships and creating new ones through valuable networking opportunities. The event will include a full day devoted to bringing BC’s firefighters and FireSmart community together on May 12.
