The MIABC’s annual Risk Management Conference is held each spring and is open to all staff of MIABC members, partners, and non-member local governments. The conference provides an overview of the basic tenets of risk management, as well as presentations and workshops on more advanced topics. Best of all, it provides an excellent networking opportunity for attendees to make connections and socialize with their counterparts from other regions.

Indigenous Rights Beyond Borders

The traditional territories and resources of Indigenous communities and First Nations do not always fit neatly within the colonial constructs of provincial and international borders. With reconciliation efforts steadily under way, we now face critical and challenging issues for First Nations in border communities. Addressing these issues is crucial to upholding Indigenous rights and preserving cultural heritage, and all stakeholders will need to pay close attention to Indigenous cross-border issues due to their significant social, economic, and legal implications.
This program will bring together leading experts to explore current issues relating to Indigenous rights and borders. For example, how should treaties be enforced across jurisdictions? What happens when a project is approved in one jurisdiction, but has impacts on communities located in another? How does this impact consultation and who has standing to challenge a project? Eligibility Requirements
You are eligible to attend MATI - School for Statutory Approving Officers if you work in a BC local government or First Nations jurisdiction and are the Statutory Approving Officer, Deputy Approving Officer, or the primary person responsible for the evaluation of subdivision applications in your organization. Participation from provincial approving officials is welcome. Registration will be accepted on a first-come, first-served basis to a maximum of 50 students.

Assessing the Financial Sustainability of Your Municipal Water Systems Workshop

Adapting to Nature's Fury: Insights from a Summer of Emergency Response

The 2023 wildfire season in BC marked the worst in our history, with over 22,500 square kilometres burned, nearly doubling the 12,000 square kilometres recorded in 2021. This season also brought an early start, affecting some communities with a sequence of flood, fire, and subsequent flooding. Christopher Paine is a Chartered Professional Accountant with 15 years of experience, who has prepared several Long-Term Asset Management Financial Plans for the District of Central Saanich, the City of Colwood, the District of Oak Bay, and the Town of View Royal.
The Long Term Financial Plan writing course takes participants through a 7 step model, including core calculation equations and an Excel forecast modeling template to solve the problem of creating a sound long term financial plans to fund infrastructure replacement overt time.

PTSD in Public Safety: Effective Risk Mitigation Strategies

Course Format: This online course includes three x 90-minute facilitated online webinars with Q&As and an overview of the assignments. CAO Connect Lunch Series

A complimentary LGMA-hosted lunch hour discussion is being offered to CAOs who want an informal space to connect with peers and gain support and advice for the challenges faced on a day-to-day basis. This virtual opportunity is inspired by the historical efforts of local government leaders who have sought to create informal opportunities for CAOs, by CAOs. Bring your own lunch and take advantage of the wisdom of your peers while you strengthen your professional networks in a safe, supportive environment.
The CAO Advisory Committee, with the support of the LGMA, has identified the need to build on previous efforts by local government leaders to strengthen informal networking opportunities for CAOs by hosting a virtual space for CAOs to connect with their peers and engage in collaborative problem-solving. The CAO Advisory Committee and the LGMA acknowledges the incredible work that has been done by past leaders to hold space for these important gatherings and recognizes that this work would not be possible without such a solid foundation upon which to build. The Committee noted CAOs are faced with significant challenges and mounting stressors and would benefit from a virtually accessible peer discussion network. The accessibility and technological familiarity gleaned over the past year affords CAOs the opportunity to connect with their peers for informal discussion without travel constraints or significant commitment.

TELC 1144 - CFAA 5: Fire Alarm Systems - Testing and Inspection
When: November 18 - December 16, 2023
This is the 5th in the series of Canadian Fire Alarm Association courses required to become a nationally certified fire protection technician.
Applications of fire alarm systems, operation, testing and inspection requirements outlined by the various Codes and Standards are covered at a more detailed level. Also covered are principles and technology of fire detection devices, signal appliances, control equipment and ancillary devices controlled by the system. The student will learn traditional field wiring circuits, the connection of field devices, the basics of microprocessor based systems using addressable devices and remote annunciation, and other life safety support systems such as smoke control and elevator recall.

Emergency Preparedness Funding webinar

CEPF funding is open to all First Nations and local governments in BC. The Province of BC committed to renewed CEPF funding earlier in 2023, and funding permitting, application deadlines have been scheduled through 2023/24 and 2024/25.

Vancouver’s View Protection Policy: How It Developed and Was Implemented

Vancouver’s View Protection Policy has shaped downtown Vancouver into one of the most recognizable skylines in the world and ensured views of the city, water and mountains from various viewpoints across the city remain a public commons. Countless views are automatically protected from the dense heart of the downtown out, along the corridors. Presented by the City Program and SFU Urban Studies, this is a talk about how this policy was developed and how it was implemented.

Speakers: Larry Beasley, CM, with Peter Busby, CM
Larry Beasley is a senior Canadian city planner, urban designer, teacher and author.
He is the founding principal of Beasley and Associates, an international planning and development consultancy. For many years, he was the chief planner for the City of Vancouver and he has just retired as the ‘Distinguished Practice’ Professor of Planning at the University of British Columbia.
Among many leadership roles, he currently sits on the board of the Green Line Transit Project in Calgary; he also long served on the boards of TransLink in Metro Vancouver, the National Capital Commission in Ottawa, and the Committee for International Economic Development in Rotterdam.
Working in cities around the world, he has completed game-changing assignments in Abu Dhabi, Moscow, Dallas, Scandinavia, Australia, and across Canada.
He has authored two popular books—Vancouverism and Ecodesign for Cities and Suburbs. He teaches extensively and his online course has had a worldwide reach.
Larry Beasley has received several honourary doctorates as well as the Kevin Lynch Prize from MIT and the Queen Elizabeth II Diamond Jubilee Medal. He is a Member of the Order of Canada.
Peter Busby has been an architect based in Vancouver for 40 years. He has built approximately 150 buildings across Canada including three at SFU and four at UBC, and many other residential and mixed-use commercial projects across Vancouver.
He is best known for his development of sustainable design, founding the Canada Green Building Council in 2002 that brought LEED to Canada. He has won many design awards, including six Governor General's Awards, 11 Lieutenant Governor Awards, and the RAIC Gold Medal. He was awarded the Order of Canada in 2015 for creating and pushing the green building movement in Canada.
He also has many built buildings outside Canada, including in South Korea, Italy, the U.S., Saudi Arabia and Hong Kong. Peter remains active in the industry and is currently designing projects in Ottawa, Toronto, Vancouver, Seattle and Texas.

Civil Sitework Estimating
When: December 14, 2023 from 8:00am to 5:00pm PST
Participants will learn skills and knowledge to estimate civil sitework construction projects and prepare a successful bid. The course is designed for those interested in becoming civil sitework estimators and for workers with experience in construction that desire to improve their knowledge of sitework estimating.
At the end of the course participants will be able to:
• Calculate work quantities from engineering drawings
• Adjust for material swell and shrink factors
• Assemble efficient crews, and determine productivity
• Put into practice effective methods for determining job costs.
• Use essential formats for clearly estimating equipment, labor, material and other service costs related to completing a project.
• Assess and decide how a variety of physical site complexities may affect the estimated cost of a project. Use methods to counteract these variances.
• Better identify and interpret general site conditions, special conditions and technical specifications associated with sitework projects.
• Analyze projects and decide on which ones to bid
• Understand risk analysis and how to price this into a bid
• Do competitor analysis and understand how this impacts the bid
• Do client risk analysis and how to price this into bids
• Record material and other prices and maintain contact lists
• Formulate a bid strategy
• Understand how to prepare an estimate and the estimating process
• Become familiar with Construction Division Codes
• Understand how to present a bid
• Be familiar with how to use the bid depository
• Understand the requirements for bonding and insurance
• Understand the post-bidding process
• Work with project managers to pass on knowledge of the bid

UVic Indigenous Community Development and Governance Programs Re-Launch!!

The University of Victoria’s School of Public Administration is thrilled to announce the re-launch of Indigenous Community Development and Governance (ICDG) programs for January 2024!
Do you want to improve your ability to work with and for Indigenous communities and governments? UVic’s ICDG curriculum was created in 2015 from the vision of Indigenous leaders and professionals tackling serious challenges and leading governance change and restoration in their communities.
Renewed ICDG programs will serve a wide and diverse range of Indigenous and non-Indigenous learners. In our Diploma or Professional Specialization Certificate program options, ICDG students will build the knowledge, skills and competencies essential to administrative and leadership roles in Indigenous Nations and organizations, and also gain knowledge, tools and abilities to advance reconciliation and Indigenous relations in other governments. Delivered entirely online, ICDG programs are flexible, relevant, and engaging.

CAO Forum - Building a Strong Foundation

Southern Interior Local Government Association 2024 Convention
When: April 30 - May 3, 2024
The convention committee is planning an ambitious program including many excursions around Kamloops highlighting the unique learning opportunities the Tournament Capital has to offer.
The convention starts on the afternoon of Tuesday, April 30th with many options, including golf and tours of Kamloops Wildfire Park, Rocky Mountaineer coach and the Kamloops Art Gallery. The convention evening entertainment kicks off with Pub Night at Cascades Casino.
We are very excited to open the convention at the Tk’emlups te Secwepemc arbour and listen to our keynote speaker Kukpi7 Rosanne Casimir. Additional tours and educational opportunities will be offered by the staff and elders from TteS after the ceremonies. Resolution debate will take place on the afternoon of May 1st.
For our convention sponsors, the trade show will open on the afternoon of Wednesday, May 1st. The welcome reception will be held in the trade show area at the Kamloops Coast Hotel and Convention Centre.
Registration will open in early February.

CAMA 2024 Annual National Conference

The 50th Annual CAMA Conference will be held from Monday, June 3 to Wednesday, June 5, 2024 at the Fairmont Banff Springs Hotel in Banff, Alberta. The Golf Tournament and other Pre-Conference activities will begin on Monday morning and the Conference Program will end after the President's Dinner on Wednesday evening.

The Conference Program and on-line registration will be available no later than February 28, 2024.
ACCOMMODATIONS
CAMA has negotiated a Conference rate at the Fairmont Banff Springs Hotel and the room block will open on Tuesday, September 26, 2023 at 12:00 Noon EST.
ROOM RATES
The rooms under the hotel room block are in the "Fairmont category" and they are located throughout the hotel complex, including the main hotel, Gatehouse, and Conference Centre wings. All room rates are subject to a mandatory additional $16.00 group surcharge per person/per night + 5% GST, an 8% Resort Fee, and a 4% MAT (Municipal Accommodation Tax).
Room blocks are from Sunday to Wednesday but the hotel will honor the rate for up to three days prior to Sunday and three days post Wednesday if space is available.

2024 Boot Camp
When: June 5 - 7, 2024
Boot Camp is designed for municipal and regional district finance professionals who are new to local government, are responsible for finance functions and aspire to be a statutory financial officer, or are in the statutory financial officer role and want a better grounding in the requirements and responsibilities of the position.
Location: University of Victoria
This is a residential program held every summer at the University of Victoria. The fee includes four days of accommodation, all meals and refreshments as well as workshop materials. Participants are required to stay at the University of Victoria accommodations in order to gain the full benefits of the program.
