First Nations are increasingly reclaiming models of self-government, self-reliance and self-determination. This legally significant progression is fundamental to the principles of reconciliation. It has the power to rebuild the social and economic well-being of Indigenous peoples, revitalize the internal operations of First Nations, and renew relationships with other nations, governments and external stakeholders.
This 1.5 day program brings together representatives from First Nations and leaders in the field of Aboriginal and Indigenous law for a comprehensive discussion of Indigenous governance, tax, reconciliation and policy building. Description
This course is targeted at experienced inspectors, so it does not cover the "mechanics" of the inspection role, such as reading drawings, taking samples or doing tests. Rather, it is a presentation on the administrative aspects of the inspector's job with the intent of clarifying what obligations, rights and responsibilities the inspector has, particularly with regard to the contractor.
The MMCD requires a contract administrator be in place throughout the course of a contract and the contract administrator may delegate some of his/her responsibilities to one or more inspectors. While an inspector may perform additional duties for the contract administrator, those are separate from the obligations imposed by the contract. This course focuses on those distinctions from the contractor's perspective. The course presents some examples of where an inspector can get into trouble through misunderstanding, missing deadlines or by exceeding limits of authority. The course concludes by offering some tips on how to become a more effective inspector.

To explain the nuances of the inspector's role in a MMCD contract, specifically:

2023 AVICC Annual Convention and AGM
When: April 14 - 16, 2023
The Association of Vancouver Island and Coastal Communities is a body formed for the purpose of representing in one organization the various municipalities, regional districts and other local governments of Vancouver Island, Sunshine Coast, qathet/Powell River, the North Coast and the Central Coast.
In early April each year, AVICC hosts a two and a half day Annual General Meeting and Convention. The event attracts over 250 member delegates as well as sponsors, exhibitors, partners and other non-member delegates. Members are invited to host the event and if selected, are involved in the planning.
The main Convention starts at 2 pm on a Friday and finishes at noon on Sunday. A pre-convention program is held on Friday morning, and often involves study tours or forums. A Welcome Reception is scheduled for the Friday evening and an Annual Banquet on Saturday evening.

Mass timber buildings can now be built safely up to 12 storeys with high rise densities. This means that new opportunities exist for high density housing in a midrise form with a lower carbon footprint.
Prefabricated buildings made from sustainably sourced timber can generate a triple win of low-carbon buildings, secure jobs in small and big towns and a sustainable forest products sector that gets more value with less fibre. This is part of a worldwide shift towards offsite prefabrication using value added wood products.
In this online workshop, municipal officials will learn how municipalities can take action to remove existing barriers and offer support for prefab mass timber buildings. Renewable Cities’ new guide Building Capacity, and its companion guide, Local Government Quick Reference Handbook (to be released late April), identify key actions related to land use regulations and the building permit process. Action is necessary to “level the playing field” for mass timber construction.
The Renewable Cities’ report is the culmination of a year-long process of research and engagement with hundreds of developers, design consultants, builders, manufacturers, local government planners and building officials.

The Impact of UNDRIP on Resource Development Projects

Canada’s United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) Act received Royal Assent in June 2021, marking a historic milestone in Canada. This legislation is paving the way for new relationships, agreements, and shared decision-making with Indigenous governments.
Resource developers need to navigate the legal, regulatory, financial, and reputational risks associated with development on traditional Indigenous lands. Many initiatives are underway to resolve expectations between resource developers and Indigenous communities. Designed for employees of municipal and regional governments in BC, the Civic Governance and Innovation (CGI) program uses case study analysis and applied projects to examine how local governments do and can pursue innovation and risk-taking.
Local governments will have to tackle big issues in the years coming, ranging from new technology demands to climate change adaptation. To take on these challenges, current and future municipal employees, elected officials, and members of the public will need to work together to share knowledge, take calculated risks, and effect change through collaborative, cross-organizational processes.
In the CGI program, you will learn techniques for weighing evidence for decision-making, and methods to analyze ideas for improved outcomes. You will explore how socio-demographic and economic diversity influences public engagement and service delivery.
Participants in the program may also be engaging with your own organization's employees or with other regional governments to tackle these and other questions.

CIVI 200 - Evidence-Based Decision Making (3 credits)
Fundamental approaches to evidence-based decision making examined for use within public/private sector organizations. This applied course focuses on methods to identify wetlands and delineate their boundaries in the field based on vegetation, soil, and hydrological indicators. Course work includes desktop assessment of wetland boundaries using aerial photo interpretation.Come prepared to gain hands-on experience and develop technical skills for plant identification, field description of soil profiles, evaluation of hydrology, and use of existing data sources to determine wetland boundaries. Topics in wetland classification, functional assessment, regulatory processes, impacts and mitigation will be covered.

Participants who successfully complete both courses earn a Letter of Proficiency, an official UBC non-credit micro-credential. Webinar: Colonized Rehab - Indigenous Engagement Lunch & Learn

Does your organization have an interest in Indigenous engagement? Are you interested in a presentation focusing on battle-tested Indigenous relationship building principles utilizing the 2003 Community Accord signed between Tla'amin Nation and the City of Powell River. This Accord is the longest standing proactive community-to-community reconciliation tools currently being implemented in Canada.
Topics covered and misconceptions clarified include:
- Colonial impacts to First Nation communities resulting from Canada's Indian Act, Indian Reserve System, Indian Residential School System (including significance of discovery of unmarked graves at former Indian residential school properties. If Indian Residential Schools were so horrific, 'Why did Indians attend?' and 'why can't Indians 'just get over it?'
- Why do Indigenous Relations and Reconciliation departments exist and are they necessary?

Wildfire Resiliency and Training Summit

On May 10-14, 2023, join us for the Wildfire Resiliency and Training Summit; an important five-day gathering formally known independently as the FireSmart BC Conference and the WUI Symposium. Our week-long focus on community wildfire resiliency and wildland urban interface training will kick off with a three-day in person conference at the Sheraton Vancouver Wall Centre, where we will listen to captivating speakers who are leaders in wildfire resiliency. We will also share best practices as well as our collective experience and insights through informative workshops, and expert panels. This will be followed by two days of training exercises in North Vancouver for BC’s firefighting professionals.
Our theme for this year’s event is Partners in Progress, which recognizes that collaboration and partnerships are critical for keeping BC communities safe and building fire resiliency. We look forward to celebrating our existing partnerships and creating new ones through valuable networking opportunities. The event will include a full day devoted to bringing BC’s firefighters and FireSmart community together on May 12.

Mine Rescue and First Aid Competition and Banquet
When: June 16 - 17, 2023
The Provincial Mine Rescue & First Aid Competition has been held annually since the 1950s. It brings together mine rescue teams from across British Columbia to test their emergency response and rescue abilities in either surface or underground competitions in a one-day event open to the public.
The competition enables B.C. mines to maintain consistent standards of training and procedures so that they can provide mutual aid to one another in the event of an emergency. The Mine Rescue & First Aid Competition tests teams knowledge of the Western Canada Mine Rescue Manual in three main categories: three person first aid, surface mine rescue and underground mine rescue.

Indigenous advocates have been calling for changes to the Indigenous child and family care system for decades. We are now on the precipice of monumental systemic change. Indigenous communities are reclaiming jurisdiction to provide their own child and family services. Governments are working to advance reconciliation.
With these developments come challenges: How do we achieve what is in the best interest of Indigenous children? How do we resolve jurisdictional issues? Is it possible or desirable to remove the government’s involvement completely? What are the different tools we can use to challenge the system? How can we be open to real change?
